Social welfare is inextricably linked with religious organizations. Religious organizations have practiced religious ideologies such as mercy and love through social welfare activities. The Taego Order of Korean Buddhism is a large Buddhist Order, but hardly engages in social welfare activities. Therefore, this paper intends to diagnose the current problems and suggest future tasks for the vitalization of the social welfare of the Taego Order. The following four problems can be suggested as the problems of the social welfare of the Taego Order. First, the social welfare headquarter (사회복지원), the central organization for social welfare, is not functioning properly due to intra-group conflicts. Second, since most temples are privately owned, there is little interest in social welfare activities of the Order. Third, parish administrative headquarters (교구 종무원) are unable to plan, manage, and coordinate about social welfare business in the parish. Fourth, the social welfare delivery system has only an executive system, but no administrative system. Given these issues, future tasks are suggested as follows. First, the number of social welfare corporations and facilities should be increased to match the power of the Taego Order. Second, the social welfare headquarter should be able to manage the social welfare business, organizations and facilities of the Taego Order. Third, parish administrative headquarters should be able to support, coordinate, manage, and supervise the parish’s facilities while planning the parish’s social welfare projects. Fourth, a delivery system must be established from the social welfare headquarter to the client through the parish administrative headquarters and individual social welfare facilities. Finally, in order to solve the above problems, the awareness that the Taego Order is a spiritual community, not a profit community, must be raised.

사회복지는 종교단체와 불가분의 관계에 있다. 종교단체는 자비와 사랑 등의 종교적 이념을 사회복지활동으로 실천해왔다. 한국불교태고종은 3,526개의 사찰과 7,691명의 승려가 소속된 대형불교종단이다. 사찰의 수는 한국불교 최대종단인 대한불교조계종을 능가한다. 그러나 태고종의 사회복지시설은 한국불교의 사회복지시설 920개 중 12개로 1.3%에 머무르고 있다. 태고종의 교세에 비하여 사회복지활동을 거의 하지 않았다고 평가할 수 있는 상황이다. 태고종 사회복지의 문제로는 사회복지 중앙기구의 부실, 종단 공동체 의식의 미약, 교구 종무원의 중추 기능 부족, 사회복지 전달체계 미구축 등이 있다. 사회복지 중앙기구 인 사회복지원은 종헌기구임에도 불구하고 종단 내 갈등으로 인하여 그 동안 기능과 역할을 제대로 못하고 있었다. 태고종 사찰의 99% 이상은 개별성이 강한 사설사암이기 때문에 중앙과 교구의 사회복지활동에 미온적이다. 교구 종무원은 교구의 행정 중추임에 도 불구하고 교구 차원의 사회복지사업의 기획·관리·조정 능력이 미약하다. 현재 태고종 의 사회복지 전달체계는 집행체계만 있을 뿐 행정체계는 미구축된 상태라 할 수 있다. 이와 같은 문제들을 전제로 향후 과제를 제시하면 다음과 같다. 첫째, 태고종의 사회 복지법인과 시설의 수를 교세에 맞는 수준으로 증가시켜야 한다. 둘째, 사회복지원이 사회복지 중앙기구로서 종단의 사회복지사업과 산하의 단체 및 시설을 관장할 수 있어야 한다. 셋째, 교구 종무원이 교구 차원의 사회복지사업을 기획하고, 관할의 종단사회복지 시설을 지원·조정 및 관리·감독할 수 있어야 한다. 넷째, 중앙의 사회복지원으로부터 교구의 종무원을 거쳐 종단 소속의 개별 사회복지법인 및 시설로 전달되는 ‘행정체계’와 종단 소속의 개별 사회복지법인 및 시설로부터 클라이언트에게로 전달되는 ‘집행체계’가 구축되어야 한다. 마지막으로, 이상의 과제들이 해결되기 위해서는 종단이 이익공동체가 아닌 정신공동체라는 인식이 제고되어야 한다.
