The purpose of this study is to understand the public opinion about the military service system distributed on the Internet and SNS by analyzing various data on the military service system using big data analysis technology. In order to derive research results, search and analysis are provided in Naver Datalab, Google Trends, Big Kinds, and Sometrend using the keywords 'volunteer military system' and 'conscription system' data were used. As a result of the study, it was found that the problem of the military service system does not consistently attract the public's attention, but the search volume increases significantly during specific times such as presidential elections or special events or accidents within the military. After announcing that the alternative service system would be abolished due to a decrease in military service resources, it was confirmed that the interest level continued to increase. In the case of this year, ahead of the 21st presidential election next year, presidential candidates have become an issue as they included in their campaign promises the plan to convert the military service system from the existing conscription system to the volunteer military system. Through this, it could be seen that the military service system was extended to include military bonus points, housing subscription, and the men and women conscription system, and as a result of sentiment analysis, positive public opinion on the volunteer military system and negative public opinion on the conscription system were confirmed. As the change in the military service system is an important issue that has a great impact on society as a whole, there are many tasks that need to be addressed, such as the internal and external security environment and defense budget issues. To this end, it is suggested that the government continuously monitor public opinion trends by using big data analysis technology.

이번 연구의 목적은 인터넷과 SNS상에 유통되는 병역제도에 대한 각종 데이터를 빅데이터 분석기술을 활용하여 분석함으로써 이에 대한 국민들의 여론을 파악하는 것이다. 연구결과 도출을 위하여 ‘모병제’와 ‘징병제’를 키워드로 하여 네이버 데이터랩(Naver Datalab), 구글 트렌드(Google Trends), 빅카인즈(Big Kinds), 썸트렌드(Sometrend) 등 인터넷 빅데이터 사이트에서 검색 및 분석하여 제공하는 자료를 활용하였다. 연구 결과, 병역제도에 대한 문제는 꾸준하게 국민들의 관심을 끌지는 않지만, 대선과 같은 특정 시기나 군내 특별한 사건ㆍ사고가 발생했을 때 검색양이 대폭 증가한다는 사실을 알 수 있었으며, 특히 2016년 국방부에서 병역자원 감소로 인해 대체복무 제도를 폐지한다는 발표를 한 이후 관심도가 계속하여 증가 추세임을 확인하였다. 올해의 경우 내년 21대 대선을 앞두고 대선주자들이 병역제도를 기존 징병제에서 모병제로 전환화는 방안을 대선공약에 포함하면서 관심을 끌고 있는데, 최초 이와 관련된 내용이 이슈가 되었던 4월 한 달 동안의 빅데이터 자료에 대한 연관어 분석을 통해 병역제도가 군 가산점, 주택청약, 남녀 징병제 문제로까지 확대되었음을 알 수 있었으며, 감성어 분석 결과 모병제에 대한 긍정적 여론과 함께 징병제에 대한 부정적 여론이 확인되었다. 병역제도의 변화는 사회 전반에 걸쳐 커다란 영향을 미치는 중요한 사안인 만큼 대내ㆍ외 안보 환경과 국방예산 문제 등 선결되어야 할 과제도 많고, 국민적 공감대를 형성한 이후 추진해야 하기 때문에 여론에 대한 면밀한 검토가 요구되며, 이를 위해 정부 차원에서 빅데이터 분석기술을 활용하여 지속적으로 여론 추이를 모니터링 할 것을 제안해 본다.
