This article reviewed the perspectives of educational subjects on election education based on the principles of free and fair elections. The reason why both election principles were taken as the basis theory is that election freedom and fairness are in a complementary relationship in normative terms, but in reality their relationship is conflicting. In particular, this phenomenon is evident in the process of recognizing the mock election education program by each educational subject. Accordingly, this article derives implications through a comparison of the perspectives of each educational subject in mock election education. As a result, it was confirmed that there was a difference in the approach and perception of mock election education. Finally, it was emphasized that the purpose of emphasizing the fairness of elections in election education is to ensure the practical guarantee of free elections. Additionally, it suggested a way to harmonize the values of the two.

본 글은 선거교육 대한 교육주체 간의 관점을 자유선거와 공정선거 원칙에 근거하여 검토하였다. 선거에 관한 양 원칙을 근거이론으로 삼은 이유는 선거의 자유와 공정성은 규범적으로는 상호 보완 관계에 있지만, 동시에 현실적으로는 상호 충돌하는 원칙이기도 하기 때문이다. 특히, 이러한 현상은 각 교육주체가 모의선거교육 프로그램을 인식하는 과정에서 분명히 드러난다. 이에 따라 본 글은 모의 선거교육에 대한 각 교육주체 간의 관점 비교를 통해 시사점을 도출하였다. 그 결과 모의선거교육에 대한 접근 방식과 인식에 있어 선거교육 주체 간에는 선거의 자유와 공정 측면에서 일정한 관점의 차 이를 확인할 수 있었다. 그리고 본 글은 최종적으로 선거교육에서 선거의 공정성을 강조하는 목적은 선거의 자유의 실질적 보장에 있음을 강조하였으며, 이에 따른 양자의 가치 조화 방안을 제언하였다.
