This study analyzes fromthe viewpoint of practical business operation, the effect of government support for small enterprises on business performance and mediating effects of both manager’s capability and satisfaction degree of the government supporting service. In order to accomplish research purposes, three hypotheses were constructed and empirical analyses based on an a sample of 410 small enterprises were performed by both multiple regression and hierarchical regression models. According to analysis results, government support for small enterprises classified as financial, educational, and business consulting service gives significant positive effect on business performance which can be interpreted as emphasizing necessity and efficiency of government support for improving business performance of small enterprises. Mediating effects of manager’s capability is not significant but mediating effects of satisfaction degree of the government supporting service is proven to be complete and highly significant. Those results suggest that government support for small enterprises is not fully utilized to strengthen manager’s capability and importance of evaluating satisfaction degree for the government supporting service should be accounted in the process of providing the service.

본 연구는 소상공인의 실질적인 사업운영의 관점에서 정부지원서비스가 경영성과에 미치는 영향 및 경영자역량과 지원서비스만족도가 정부 지원서비스와 경영성과의 관계에 미치는 매개효과를 분석하였다. 연구목적에 따라 3가지의 가설을 수립하였으며 410명의 소상공인을 대상으로 다중회귀모형과 단계별회귀모형에 의한 실증분석을 수행하였다. 분석결과 소상공인에 대한 정부의 자금지원서비스와 교육지원서비스 및 컨설 팅지원서비스는 모두 경영성과에 유의한 정(+)의 영향을 미치며, 이는 소상공인의 경영성과 향상을 위한 정부지원의 필요성과 효율성을 강조한 다고 볼 수 있다. 소상공인에 대한 정부지원서비스와 경영성과의 관계에 대한 경영자역량의 매개효과는 유의하지 않은 반면에 소상공인의 지원 서비스만족도는 완전매개효과를 나타내는 것으로 분석되었다. 이는 소상공인에 대한 정부지원서비스가 경영자역량을 강화하는데 충분히 활용 되지 못하고 있으며, 지원서비스를 제공하는 과정에서 서비스만족도의 평가가 중시될 필요가 있다는 점을 시사한다.
