This research provides more specific and realistic materials for establishing a security solution for terrorism response systems to multipurpose facilities, and counter-terrorism according to importance in order to strengthen preventive activities against terrorism. The purpose is to analyze the security area and provide owners and managers with a rationale for issues that should be prioritized. To this end, as a security management action for countering terrorism in multi-use facilities, the AHP analysis technique was used to evaluate the importance of sub-variables in each area targeting organizations, manpower and education/training, facilities and equipment, communication management, and counter-terrorism activities. As a result, the most important thing was the organization and operation of anti-terrorism activities, and designation of a counter-terrorism officer, securing appropriate manpower, preparing self-regulations for anti-terrorism activities, and establishing an emergency communication system were drawn as the highest priority. Based on the results of this study, measures for revitalizing counter-terrorism activities for multi-use facilities are suggested as follows. First, it is necessary to secure security personnel in the relevant system and to build an own security system to manage and supervise it. In addition, continuous management based on unique security regulations is important, and training must be conducted regularly to improve the ability of security personnel. Instructors and leaders must be appointed for effective education and training. In addition to this, in the case of signs of anomaly, damage must be minimized through immediate status reporting to the terrortera practitioners and rapid status transmission to users and members within multi-use facilities.

본 연구는 다중이용시설에 대한 테러위협에 따른 테러대응 체제 보안솔루션을 마련하는데 있어서 좀 더 구체적이고 현실적인 자료를 제공하는 것과 동시에 테러리즘에 대한 예방활동을 강화하기 위 하여 중요도에 따른 대테러 보안영역을 분석하여 소유자 및 관리자에게 우선적으로 실시하여야 할 과제에 대하여 이론적 근거를 제시함을 목적으로 한다. 이를 위해 다중이용시설의 테러리즘 대응을 위한 보안관리 작용으로서 조직, 인력 및 교육·훈련, 시설 및 장비, 통신관리, 대테러 활동들을 대상 으로 하여 각 영역별 하위변수들의 중요도를 평가하기 위해 AHP 분석 기법을 활용하였다. 그 결 과 가장 중요한 것으로 도출된 것이 바로 테러예방활동 조직구성 및 운영이며, 대테러책임자 지정, 적정인력 확보, 테러예방활동 자체규정 마련, 비상통신체계 구축이 중요도가 높은 순위의 결과로 도 출되었다. 이상의 연구 결과를 토대로 다중이용시설에 대한 대테러리즘 활동의 활성화를 위한 대책 을 제시하면 먼저, 다중이용시설의 테러리즘 대응을 위한 보안관리 조직 구성에 있어서 관련 제도 상의 보안인력을 확보하고, 이를 관리·감독하기 위한 자체 보안시스템을 구축하여야 한다. 또한 자체 보안규정에 따른 지속적인 관리가 중요한 바, 이에 대한 보안인력의 대처능력 향상을 위한 교육이 정기적으로 이루어져야 하며, 보안책임자의 경우 대테러 실무 경험과 효과적인 교육·훈련을 위한 교 관 및 지도자 선임이 이루어져야 한다. 이와 더불어 이상 징후 시 대테러 실무 관계기관에 대한 즉 각적인 상황보고와 다중이용시설 내 이용자 및 구성원들에 대한 신속한 상황전파를 통하여 피해를 최소화하여야 한다.
