This study started with a sense of problem that the function of police fairness was somewhat neglected in the relationship between police contact and confidence in police. When police contact and police fairness are combined, it is expected that it will be possible to confirm the individual influence of the cause and quality of police contact on confidence in police and compare the influence. Through this, the study tried to systematically explain the dynamics of police contact and confidence in police. As a result of hierarchical regression analysis, citizen-initiated contact induces a positive change of confidence in police, while statistical significance was not confirmed in police initiation contact. However, the effect of citizen-initiated contact was effective only in the absence of police fairness. In the final model to which police fairness was added, only procedural fairness and distributive fairness were statistically significant, and the two commonly exerted a positive influence on confidence in police. Hence, the value of procedural fairness could be confirmed as the standardized regression coefficient of procedural fairness exceeded that of distributive fairness. The design and results of the study were judged to have the significance of fully explaining the relationship between police contact and confidence in police and functioning as objective evidence requiring fairness of police officers. In addition, theoretical and methodological limitations were discussed.

이 연구는 경찰접촉과 경찰신뢰의 관계에서 공정성인식의 기능에 대한 연구가 다소 미흡하였다는 선행연구의 한계에서 출발하였다. 경찰공정성의 인식이 함께 고려된다면 경찰접촉의 원인과 질 (quality)이 경찰신뢰에 미치는 개별적인 영향력을 확인하고, 영향력의 비교가 가능할 것으로 예상하 였다. 이를 통하여 경찰접촉과 경찰신뢰의 역학 관계를 체계적으로 설명하고자 하였다. 시민을 대상으로 실시한 설문조사의 결과를 바탕으로 위계적 회귀분석을 실시한 결과, 경찰접촉 중 시민개시접촉은 경찰신뢰와 정(+)적인 관계를 보여주었지만, 경찰개시접촉에서는 통계적 유의성 이 확인되지 않았다. 다만 시민개시접촉의 효과는 경찰공정성이 부재한 때에만 통계적으로 유의미하 였다. 경찰공정성이 추가된 최종 모형에서는 절차적 공정성과 분배적 공정성만이 통계적으로 유의미 하였으며, 양자는 공통적으로 경찰신뢰에 정(+)적인 영향력을 발휘하였다. 이때 절차적 공정성의 표 준화 회귀계수가 분배적 공정성의 계수보다 크게 나타났고, 이는 절차적 공정성의 중요성과 가치를 다시 확인하는 계기가 되었다. 이 연구의 설계와 결과는 경찰접촉과 경찰신뢰의 관계를 보다 면밀하 게 설명하는 동시에 경찰의 공정성에 대한 시민의 요청을 확인한 객관적 증거로 판단할 수 있다. 이 에 연구결과에 근거하여 정책적 함의와 이론 및 방법론적 한계를 논의하였다.
