South Korea lies in between the United States and China in way of protecting national interests. While there should be less quarrel over independent and pragmatic approach, the powerful interference into public opinion especially by the so-called Anti-Unification Complex makes it virtually impossible. This paper thus examined the discourse politics of the conservative media, which play a leading role in the public opinion. The analysis subjects were 185 consisted of external contributions and interview articles on “The Chosun Ilbo,” “The JoongAng Ilbo,” and “The Dong-A Ilbo.” Data was collected from January 1, 2020 to December 31, 2020. Two major research questions deserve attention. On the one hand, it identified those discourse producers utilized by the media in way of providing authority and justification. Such factors as their connection with Military-Industry Complex, world-views and networks among them were visited as well. To dissect frames deliberately constructed for the purpose of winning ‘Hearts and Minds’ was the other hand of this study. Findings include the followings: Four frame like ‘U.S.-Korea alliance', 'competition for hegemony', and 'North Korean nuclear crisis' were discovered; Most of hired writers were policymakers during the period of the conservative government (Lee Myung-bak and Park Geun-hye) in academia, in connection with the Ministry of Foreign Affairs and the Ministry of National Defense; The majority of overseas experts were Americans, and none were from China, Russia, or Central Europe; Finally, the frame was also heavily biased toward the United States, such as ‘maintaining the alliance’, ‘anti-China cooperation’, and ‘containment strategy’. The research team, while exposing the act of public-opinion engineering of the conservative media, proposes the revitalization of alternative discourse for reorganizing the international order led independently by South Korea.

미중 패권경쟁이 격화되는 속에서 한국 사회에는 국익을 지키기 위한 다양한 논의가 진행 중이다. 하지만, 국가의 번영과 안정을 위한 주체적인 판단과 실용적인 전략이 아 닌 선입견에 얽매인 대립과 갈등이 반복되는 실정이다. 분단 상황으로 대표되는 현 질 서를 유지하기 위한 특정세력에 의한 담론정치 가능성도 높다. 연구진은 이런 문제의식 에서 여론 시장에서 주도적 역할을 하는 보수언론의 여론공학을 살폈다. 분석대상은 <조선일보>와 <중앙일보>, <동아일보>의 외부 기고 및 인터뷰 기사 185건이다. 자료수 집 기간은 2020년 1월 1일부터 12월 31일로 설정했다. 연구문제는 크게 두 가지다. 분단 을 활용한 담론정치 수행자는 누구이며, 어떠한 프레임을 활용하고 있는지 확인했다. 분석자료를 통해 도출한 세부 주제는 ‘한미동맹’, ‘패권경쟁’, ‘북핵 위기’로 나눴다. 분 석 결과, 담론 생산자는 대부분 외교부 및 국방부 등을 연결고리로 한 학계, 보수 정부 시기(이명박·박근혜) 정책담당자로 나타났다. 해외 전문가는 미국인이 압도적으로 많 았으며, 중국·러시아·중부유럽 출신은 한 명도 없었다. 프레임 역시 ‘동맹유지’, ‘반중 협력’, ‘봉쇄전략’ 등 미국에 치우친 내용이 다수였다. 공정한 중재자라는 언론의 규범 적 가치를 벗어나 이념 전쟁에 몰두하는 보수언론의 민낯을 폭로하는 한편, 국제질서 재편을 위한 한국의 능동적인 담론경쟁 필요성을 제기하는 게 이 연구의 목표다.
