This study attempts to examine the discourse of human rights education on labor through big data analysis of news articles, considering recent trend of high interest in human rights education on labor. Using the Korea Press Foundation’s BigKinds News Analysis Service, time series data, relationship maps, and related keywords were analyzed, collecting 3,614 articles written by 54 media companies from January 1st, 1990 to September 30th, 2021. The results are as follows. First, the mount of reports increased rapidly, going through each ruling period of the 17th, 18th, and 19th Korean president. Second, there were many articles using ‘Labor Act’, ‘Labor Standards Act’, ‘High school Students’ and ‘Laborer’ as common keywords; and the ‘Ministry of Employment and Labor' and the 'Ministry of Education’ as government ministries. Third, various activities for human rights education on labor are being implemented, and the target of human rights education on labor is expanding from vocational high school students to youth. If human rights education on labor contributes to making labor a public agenda for society to discuss and solve together, continuous media reports can also be seen as part of it.

본 연구는 노동인권교육에 대한 관심이 높아지고 있는 상황에서, 뉴스 빅데이터를 분석하여 노동인권 교육 담론을 살펴보고자 하였다. 이를 위해 한국언론진흥재단의 빅카인즈 뉴스 분석 서비스를 통해 1990년 1월 1일부터 2021년 9월 30일까지 54개 언론사의 노동인권교육 관련 기사를 대상으로 시계열, 관계도, 연관어 분석을 실시하여 다음과 같은 결과를 도출하였다. 첫째, 17대 이명박 정부, 18대 박근혜 정부, 19대 문재인 정 부 순으로 점차 노동인권교육 관련 보도가 급증하였다. 둘째, 주요 키워드로는 ‘노동법’, ‘근로기준법’, ‘노동자’, ‘고등학생’을, 정부 부처로는 ‘고용노동부’, ‘교육부’를 사용한 기사가 많았다. 셋째, 노동인권교육을 위하여 여 러 단체들이 다양한 활동을 시행하고 있으며, 노동인권교육의 대상을 직업계 고등학생에서 청소년으로 확장 시키고 있었다. 노동인권교육이 노동을 사회가 함께 논의하고 해결해야 할 공적인 의제로 만드는 데 기여한 다면, 지속적인 언론 보도 또한 노동인권교육의 일환이라고 볼 수 있다.
