This study investigated the effects of the COVID-19 on Korean-Russians ecosystem and foreigners discrimination policy, focusing on Hambak village, Yeonsu-gu, Incheon city which is a densely populated area of Korean-Russians. For the purpose of this research, data were collected through a total of ten (10) interviews with six (6) Korean-Russians from February 2021 to August 2021. As a results of the study, the COVID-19 pandemic has changed the ecosystem of Korean-Russians village that has lost their native language. First, the effects on Korean-Russians ecosystem include job loss due to unmanned system, burden of child care, ban on gathering and restricted movement due to social distancing, and discrimination that has intensified since the COVID-19 Second, in the discrimination policy against foreigners, restrictions on the purchase of public masks, exclusion of disaster subsidies for foreigners, and restrictions on access to notifying information using SNS were found. Hambak village was an area where there was usually discrimination and prejudice against migrants. In the process of disinfection management due to the COVID-19 social, hierarchical, and ethnic polarization occurred and it resulted to a social stigma, which is again leading to a mechanism of hierarchical separation. The Korean-Russians ecosystem should not be marginalized or commercialized. The Korean-Russians issue is not a forgotten past, but a living history and future that we must take care and protect with a moral obligation. It is more necessary for Korean-Russians to act independently and practically and make efforts further, in the process of contemplating and practicing how to solve and accommodate various problems and changes, so that the Korean-Russians ecosystem can take root in a healthy way.

본 연구는 고려인 초밀집지역인 인천시 연수구 함박마을에 주목하여 코로나19가 고려인 생태계에 미친 양상과 외국인 차별정책에 관해 조사한 것이다. 이를 위해 2021년 2월부터 2021년 8월까지 고려인 6명을 대상으로 총 10회의 면담을 통해 자료를 수집하였다. 연구 결 과 코로나19 바이러스감염증 팬데믹은 고려인 마을의 생태계를 바꾸어 놓았다. 첫째, 고려 인 생태계에 미친 영향으로는 무인화로 인한 실직, 코로나19로 인한 자녀 돌봄 부담, 사회적 거리 두기로 인한 집합금지와 이동 제한, 코로나19 이후 더욱 심화된 차별로 나타났다. 둘 째, 코로나19 외국인에 대한 차별정책에서는 공적마스크 구입 제한, 외국인에 대한 재난지 원금 배제, SNS 알림 정보에 대한 접근 제한으로 나타났다. 함박마을은 평소 이주민을 대하 는 차별과 편견이 있는 지역이었는데, 이번 코로나19로 방역 관리하는 과정에서 사회적, 계 층적, 민족적 양극화가 생기고 사회적 낙인이 되면서 다시 계층적 분리의 메커니즘으로 이 어지고 있음을 알 수 있다. 고려인 생태계가 주변화되거나 상품화되어서는 안 된다. 고려인 문제는 잊혀진 과거가 아 니라 앞으로도 우리가 채무의식을 갖고 보듬고 지켜가야 할 살아있는 역사이며, 미래이다. 고려인 생태계가 건강하게 뿌리 내릴 수 있도록 다양한 문제와 변화를 어떻게 해결하고 수 용할 것인가에 대해 고민하고 실천하는 과정에서 고려인들의 주체적이고 실천적 행위와 노 력이 더욱 필요하다.
