Although the laws and systems have been revised several times for safety of the workers, disasters and industrial accidents still happen. It is noteworthy that the government is reorganizing the laws and systems to strengthen safety management not only in the private sector but also in the public sector, as occurrence of large-scale accidents that have recently attracted the public attention has increased. The public sector is striving to fulfill its social responsibilities by maintaining safe working and living environment from disasters and accidents, and the importance of safety management in the public institutions has been recognized throughout society, but safety accidents continue to occur. In management assessment, which can be said to be a guideline for responsible management of the public institutions, review is needed to find out whether the assessment indicators regarding disaster and safety management sufficiently reflect promotion of safety culture in the public institutions and selection and scoring of the indicators are suitable. In particular, there are few studies on the assessment indicators related to the safety culture of the public institutions that have a large number of facilities and workplaces. Therefore, in order to understand the importance of disaster safety management in the public sector, AHP method was used for comparative analysis after a survey was conducted on experts and employees of public institutions who served as management assessment members of the public institutions, based on the level of awareness of the importance of disaster safety management indicators among the management assessment items of the public enterprises and the level of scoring in the current management assessment indicator system. As a result of the analysis, in the management assessment indicator system, both experts and public enterprise employees recognized the importance of management performance, social value, and sustainable management in that order, and the importance of sustainability management indicators was recognized relatively lower than the importance of indicators of management performance and social value. In addition, the public enterprises( including quasi-governmental organizations) were at a lower level than local public enterprises in the scoring of the disaster safety management assessment indicators in the management assessment indicator system, yet recognition on the importance of disaster and safety management was very high. In conclusion, considering the importance of the disaster safety management in the management assessment indicators of the public institutions, the scoring of the safety and environmental indicators is needed to be raised, and considering that safety-related matters are being applied to related indicators more or less comprehensively, it is necessary to limit the assessment only to the related matters.

노동자의 안전을 위해 수차례 법과 제도가 재난 및 산재 사고는 현재 진행형이다. 최근에는 사회적인 관심이 집중된 대형사고의 발생이 증가함에 따라, 정부는 민간부문뿐 만 아니라 공공부문에 대해서도 안전관리를 강화하는 방향으로 법⋅제도를 정비하고 있 는 점은 주목할 만하다. 공공부문에서는 재난과 사고로부터 안전한 근로 및 생활 환경의 유지를 통하여 사회적 책임을 다하려고 노력하고 있으며 공공기관의 안전관리에 대한 중 요성은 사회전반에 걸쳐 공감대가 형성되었으나, 안전사고가 계속되고 있는 상황에서 공 공기관의 책임경영 지침이라고 할 수 있는 경영평가에서 재난 안전관리 관련 평가지표 체계가 공공기관의 안전문화 강조를 충분히 반영하고 있으며 해당 지표의 선정이나 배점 에 있어서 적정한가에 대한 검토의 필요성이 제기된다. 특히 다수의 시설과 작업장을 보 유하고 있는 공공기관의 안전문화와 관련된 평가지표에 관한 연구는 거의 없는 실정이 다. 따라서 공공부문에서 재난 안전관리의 중요성을 파악하기 위하여 공기업 경영평가 항목 중 재난 안전관리 지표에 관한 중요도 인식수준과 현재의 경영평가 지표체계에서의 배점 수준을 공공기관 경영평가위원을 역임한 전문가들과 공공기관 임직원 등을 대상으 로 설문조사 후 AHP 기법을 활용하여 비교하고 분석하였다. 분석결과 경영평가지표 체 계에서 전문가와 공기업 임직원 모두 경영성과, 사회적 가치, 지속가능경영 등의 순으로 중요하게 인식하고 있으며, 경영성과와 사회적 가치의 지표 중요성보다는 지속가능 경영 지표의 중요성을 상대적으로 낮게 인식하고 있는 것으로 나타났다. 또한 경영평가지표 체계상 재난 안전관리 평가지표 해당 배점에서는 공기업(준 정부기관 포함)이 지방공기 업 보다 낮은 수준이지만 재난 및 안전관리 중요성 매우 높게 인식하고 있었다. 결론적으 로 공공기관의 경영평가 지표상 재난 안전관리의 중요성을 고려하여 안전 및 환경지표의 배점을 상향시키고 관련 지표에 안전과 관련된 사항이 다소 포괄적으로 적용되고 있는 점을 참작하여 재난 안전과 관련된 사항으로만 제한하여 평가할 필요가 있다.
