This study analyzes the effects of uncertainty on the local economy. It focused on North Chungcheong Province. First of all, I measured the domestic macroeconomic uncertainty index and presented the ripple paths of uncertainty such as psychology, cost, preliminary savings, real options, external channels, etc. And I used the uncertainty index to analyze the effects of uncertainty on each ripple path and the effects of uncertainty on monetary policy constraints. According to the impulse response analysis conducted to review the effects of each ripple path, the expansion of uncertainty dampens both consumption and investment activities in North Chungcheong Province and other regions. In the case of Chungcheongbuk-do, the investment sector was more sensitive than consumption compared to the average in other regions. Estimating the Bayesian VAR model to examine the constraints of monetary policy, the average for other regions showed that the increase in manufacturing production growth during periods of high uncertainty over interest rate cut shocks was small compared to those in periods of low uncertainty. However, in the case of North Chungcheong Province, this effect has not been confirmed. This suggests that the constrained effect of monetary policy on uncertainty levels may vary depending on the characteristics of the region, such as the industrial structure.

본 연구는 불확실성이 지역경제에 미치는 영향에 대하여 충북을 중심으로 분석하였다. 우선 불확실성 측정 방법과 파급 경로 파악을 위해 다양한 선행연구를 검토하였으며, 이 를 바탕으로 국내 거시경제 불확실성 지수를 측정하고 심리, 비용, 예비적 저축, 실물옵 션, 대외 경로 등 불확실성의 파급 경로를 종합하여 제시하였다. 그리고 측정한 불확실성 지수를 이용하여 불확실성의 파급경로별 영향과 불확실성으로 인해 통화정책이 제약되 는 효과를 분석하였다. 파급경로별 영향을 살펴보기 위해 실시한 충격반응분석 결과 불 확실성 확대는 충북과 타 지역 평균의 소비 및 투자 활동을 모두 위축시키는 것으로 나타 났다. 다만 충북의 경우 타 지역 평균과 비교하여 소비보다는 투자 부문에서 더욱 민감하 게 반응하였다. 통화정책의 제약 효과를 살펴보기 위해 Bayesian VAR 모형을 추정한 결과 타 지역 평균에서는 금리인하 충격에 대해 불확실성이 높은 시기의 제조업생산 증 가율 상승폭이 불확실성이 낮은 시기의 상승폭에 비해 작은 것으로 나타났으나 충북의 경우에는 이러한 효과가 확인되지 않았다. 이는 불확실성 수준에 따른 통화정책의 제약 효과가 산업구조 등 지역의 특성에 따라 상이하게 나타날 수 있음을 시사한다.
