Russian Far East Development and Railway Network

This paper aims to find the connection between development in Russian Far East, railway infrastructure in Russian Far East, and the railway on the Korean Peninsula and present its meaning. In the 2010s, Russia’s Far east development policy focused on economic development and population inflow through increased investment. The development of some strongholds is a top priority, and it can be evaluated as intended to have a trickle-down effect on the surrounding areas. Major policies for Far East Development are including ‘territories of accelerated socio-economic development’, ‘free port program’, ‘Far Eastern hectare program’. Among Far East development, the railway system is a very essential area. The Trans-Siberian Railway (TSR) has become a key transport link between Europe and Asia, which has the most significant potential in the Russian railway system. Russia has a plan to invest in the railway infrastucture of the Russian Far East. Russia wants to connect the eastern branch of the railway to the Korean Peninsula in the Far East. South Korea, North Korea and Russia have long agreed to link the TSR and TKR(Trans-Korean Railway), but have been unable to pursue it for a number of reasons. The first reason is, raising funds as the biggest obstacle. Second, it is necessary to renovate and modernize North Korean railways in order to vitalize the TSR-TKR connection. Third, in order for the inter-Korean railways to be connected, North Korea’s denuclearization must be on track in earnest. Furthermore, the issue of ownership and operation rights of railway lines should be resolved. These things shows that it is difficult to solve the problem only with the willingness of the countries concerned if the railway connection is actually made. In the end, it is important to create a situation in which the international community sympathizes, and it is also clear that an open environment is essential for this.
