Reunification does not simply mean the unification of the system at an instrumental level. Rather, it refers to human integration among a unified society. Such human integration is generally expressed as social integration, closely related to economic situations and power structures. Using the German case as a precedent for reunification, this paper examines post-reunification relationships between the economy, power structures, and social integration. It then proposes alternatives on how the debate on a constitutional amendment in Korea should proceed. To this end, the paper explains how certain needs were satisfied, especially those for identity and belonging in the post-reunification of Germany, and clarifies what role the country’s economic situations and power structures have played in the process of satisfying these needs.

통일은 단순한 도구적 차원의 체제의 통합만을 의미하는 것은 아니다. 통일은 통일된 사회의 구성원간의 인적 통합을 의미하기 때문이다. 이런 인적 통합은 일반적으로 사회 통합이라는 용어로 표현되는데, 사회 통합과 경제적 상황 그리고 권력구조는 밀접한 연관 관계를 갖는다. 본 논문은, 통일의 선례인 독일의 사례를 통해, 통일 이후의 경제와 권력구조 그리고 사회 통합이 어떤 상관관계가 있는지를 고찰하고 이를 통해 대한민국 의 개헌 논의가 어떤 방향으로 나아가야 하는지 대안을 제시하고자 한다. 이를 위해 본 논문은 욕구 충족, 그 중 특히 정체성과 소속감에 대한 욕구들이 어떻게 충족되는지를 통일 이후 독일의 사례를 통해 설명하고, 독 일에서 이런 욕구가 충족되는 과정에서 경제 상황과 권력구조가 어떤 역할을 했는지를 규명하고자 한다.
