The purpose of this study is to identify the success factors of cooperative governance of local agricultural government. To this end, this study analyzes the process of establishment and operation of the “Samrak”(three delight) Agricultural Administration Committee in Jeollabuk-do since 2014. The analysis was conducted in three main aspects. First, structural design and establishment of a sustainable legal system were examined from the institutional aspect. Second, in terms of operation, the level of participation of the committee, the degree of active operation, the amount of budget secured, and the operational satisfaction of the committee members were analyzed. Third, in terms of leadership, the facilitating leadership of the Jeollabuk-do governor in relation to the committee was targeted. As a result of the analysis, the committee has been operated successfully with the addition of the construction stage to the operation process and leadership, and as a part of the results, the “Low Price Guarantee for Agricultural Products” and “Public Benefit Allowance for Farmers” policies are derived to ensure stable farm household income and recognized as a public good value.

본 연구는 지방농정의 협력적 거버넌스의 성공요인이 무엇인지를 파악하는데 그 목적이 있다. 이를 위해 2014년부터 전라북도에서 이루어진 삼락농정위원회의 구축∙운영과정을 분석하고자 한 다. 분석은 크게 세가지 측면에서 이루어졌다. 첫째는 제도적 측면으로 구조설계, 지속 가능한 법 규 시스템 구축 등을 살펴보았다. 둘째는 운영적 측면으로 위원회의 참여 수준, 적극적 운영 정도, 예산확보액, 위원회 위원들의 운영상의 만족도 등을 분석하였다. 셋째는 리더십 측면으로 위원회와 관련한 전라북도 도지사의 촉진적 리더십을 그 대상으로 하였다. 분석 결과 구축단계부터 운영과 정, 리더십까지 가미되어 위원회가 성공적으로 운영되어 왔고, 그 결과물의 일부로 “농산물 최저가 격 보장제” 및 “농민 공익수당” 정책 등을 이끌어내 안정적인 농가소득을 보장함으로써 농업·농촌 의 공익적 가치로 인정받게 된것으로 나타났다.
