This study aims to analysis relative importance and priority of support plans of central and local government to social welfare facilities under health crisis such as COVID 19. In doing so, this study reveals that the service interruption of social welfare facilities to prevent infectious diseases results in increases in difficulties of lower income level. In hence, this study suggests the necessity to counter-plans to above problems. For doing so, this study is to conduct AHP analysis using survey data from social welfare facilities. The results show that workers in social welfare facilities regards infrastructure building assistance with first priority under health crisis. In detail, workers are aware of necessity to unification of management system between infrastructure building assistance. Next, in the viewpoint of empowerment of organization, support for ordinal workers to diseases preventive discipline is regarded to first priority. Finally, with respect to operational support to welfare facilities, personnel expense assistance to welfare facilities is recognized to first priority. In else, the analytical results of this study reveals that unfired management system, changes in service providing process, assistance to education and personnel expense for worker in welfare facilities are prior to others. Therefore, this study has implication to suggest support plans using empirical analysis to social welfare facilities under health crisis.

본 연구는 감염병 상황에서 사회복지기관 이용시설을 위한 정부와 자치단체의 지원정책에 대한 상대적 중요도와 우선순위를 분석하였다. 감염병 차단을 막기 위한 서비스 중단이 사 회복시시설 뿐 아니라 취약계층의 어려움을 가중시킨다는 측면에서, 향후 이러한 상황들에 대한 대응방안이 필요함을 제시하고 있다. 연구결과를 요약하면 사회복지기관 종사자들은 감염병 상황에서 사회복지기관 정책에 있어 인프라 구축지원을 가장 시급한 지원정책으로 여기고 있으며, 이 중에서도 관리시스템 구축 지원을 필요로 하는 것으로 나타났다. 지원정 책을 소분류로 구분하여 보았을 때에는 인프라 구축지원 정책 중 관리체계 일원화가 필요한 것으로 인식하고 있으며, 기관역량강화 정책 내에서는 상시 종사자 감염병 예방교육 지원을 우선적으로 필요한 서비스로 인식하고 있는 것으로 나타났다. 기관운영지원 정책 내에서는 인건비 지원을 가장 필요로 하는 것으로 분석되었다. 감염병 보건위기 상황에서 이용시설들 은 일원적 관리체계, 서비스 제공 방식의 변화, 서비스 제공 인력들의 교육과 인건비 지원 등이 우선적으로 필요한 지원 방안임을 제시하고 있다. 본 연구는 그동안 다소 미흡했던 사 회복지 이용시설과 감염병 위기 상황에서의 지원방안을 분석하였다는 데 의의가 있다.
