The purpose of this study is to make policy suggestions on the future-oriented development plan of jeju local & municipal police after examining the achievements of Jeju Local & Municipal police, which has been in charge of public security in jeju for the past 15 years. The policy suggestions for the future-oriented development plan of jeju local & municipal police are as follows. 본 연구는 지난 15년간 제주지역 치안의 한 축을 담당해 온 제주자치경찰의 성과를 고찰한 후 제주자치경찰의 미래지향적인 발전방안에 관한 정책적인 제언을 함에 목적 이 있다. 제주자치경찰의 미래지향적인 발전방안에 관한 정책적인 제언은 다음과 같다. 제주자치경찰에서 실험적으로 실시되고 있는 이원적 자치경찰모델은 향후 자치경찰 제의 선행적 모습이 될 수 있다는 측면에서도 새로운 다양한 분권과 자치의 실험이 지 속적으로 실시될 가치는 충분하다. 이원적 자치경찰 체제 하에서의 분권과 자치의 실험이 지속될 가치 충분하며, 행정 사무와 치안사무에 관한 제주자치경찰 연계업무는 테스트 베드(test bed) 가치 역시 충 분하다. 제주자치경찰에서 시행하고 있는 일부 지방행정과 치안행정의 연계운용 방안을 심 층 연구하여 일원화된 자치경찰체 하에서도 접목이 가능하도록 하여야 한다. 제주자치경찰은 제주특별자치도법의 입법 목적에 부합하기 위해 지역이 치안업무를 스스로 처리할 수 있도록 치안관련 사무를 전적으로 처리하는 권한을 부여받는 등의 제주도특별자치도법의 개정 등과 같은 고도의 자치권 보장을 위한 방안을 모색하여야 한다. 이원적 자치경찰제의 핵심사항은 조직의 분리와 사무의 분장이며, 이러한 제주자치 경찰의 최근 실험을 심층 분석하여 향후 개선안을 마련하여야 할 것이다.
