This study intends to derived problems and presented improvement measures through the safety inspection rate of sports facilities and the statistics of safety accidents of sports facilities. In order to achieve the purpose of this study, the progress rate of safety inspection of sports facilities in the comprehensive ‘Sports Facility Management System’ and the current status of data related to safety accidents in domestic sports facilities were investigated and analyzed. The results are as follows. First, in order to enhance the performance rate of safety inspection of sports facilities, punishment standards, such as imposing fines on facilities shall be prepared to enforce safety inspection of sports facilities. In addition, problems concerning the safety inspection personnel and professionalism of sports facilities shall be solved by expanding the safety inspection of public-private joint sports facilities. Second, in order to establish safety accident data for sports facilities, the concepts of‘Injury Related to Sports Activities" and ’Safety Accident of Sports Facilities’ shall be clarified first. Next, it shall be possible to strengthen the connection with other projects by standardizing the report form for the occurrence of safety accidents at sports facilities and making it suitable for data collection of safety management and accident investigation. Finally, a database utilizing the comprehensive safety information system of sports facilities shall be established and provided.

본 연구는 ‘제1차 체육시설 안전관리 기본계획’이 2020년에 종료됨에 따라 그동안의 체육시설 안전점검률 및 체육시설 안전사고 통계 현황 분석을 통해 문제점을 도출하고 개선방안을 제시하고자 한다. 본 연구의 목적을 달성하기 위하여 ‘체육시설정보종합관리시스템’의 체육시설 안전점검 진행률과 국내의 체육시설 안전사고 관련 데이터 현황을 조사·분석하였다. 그 결과는 다음과 같다. 첫째, 체육시설 안전점검 이행률을 제고하기 위하여 체육시설 안전점검 미실 시 시설에 대한 과태료 부과 등 처벌기준을 마련하여 체육시설 안전점검의 강제성을 부여하여야 한다. 또한 민관합동 체육시설 안전점검의 확대를 통해 체육시설 안전점검 인력 및 전문성에 대한 문제를 해소하여 공공 및 민간체육시설의 안전점검 이행률을 제고할 수 있을 것이다. 둘째, 체육시설 안전사고 데이터를 구축하기 위하여 우선 ‘체육활동 관련 부상’ 과 ‘체육시설 안전사고’의 개념을 명확히 하여야 한다. 체육시설 안전사고의 개념이 정립되어야 체육시설 안전사고 데이 터를 구축할 수 있다. 다음으로 체육시설 안전사고 발생 보고양식을 표준화하여 기록 및 보고 용도뿐만 아니라 보험청구, 분쟁조정의 자료로 사용할 수 있도록 보고서의 범용성을 확보하여야하며, 타 사업과의 연계성을 강화할 수 있어야 한다. 마지막으로 표준화된 체육시설 안전사고 발생보고서를 바탕으로 체육시설안전정보 종합시스템을 활용한 데이터베이스 를 구축 및 제공하여야 한다. 이를 통해 체육시설 안전사고를 효과적으로 예방할 수 있을 것이다.
