The market system of infinite competition through exclusive consumption of resources has become difficult to sustain with limited resources, and the shared economy, which uses resources jointly, is rapidly declining due to the Corona 19 Pandemic. Therefore, the subscription economy is growing at a rapid pace, where resources are only used and returned when needed, so that other consumers can use them when needed. In particular, Korean economic growth has been achieved by industrialization and urbanization, which are unprecedented in the world, but with the decline of rural areas, regional imbalance has intensified significantly, reaching a point where it is no longer sustainable. Therefore, in order to prevent the decline of farming and fishing villages and to prevent the destruction of local areas, ruralization or naturalization policies must be continuously pursued in urbanization so far, and at the center is the “Rural Utopia”. However, in order for the success of rural utopia to be achieved, the two jobs and two housing policies must be accompanied by ‘the Subscription Farming and Rural Support Act’, which allows urban residents to easily settle in rural areas and contribute to balanced regional development.

자원의 배타적 소비를 통한 무한경쟁의 시장체제는 한정된 자원으로 더 이상 지속시키기 어렵게 되었으며, 자원을 공동 활용하는 공유경제도 태생적인 한계와 함께 코로나19 팬데믹으로 급격히 쇠퇴하고 있다. 따라서 자원을 필요할 때만 사용하고 되돌려 주어 다른 소비자들도 필요할 때 사용할 수 있는 구독경제가 빠른 속도로 성장하고 있다. 특히 우리나라의 경우 세계적으로 유례없는 산업화와 도시화로 경제성장은 이루었지만, 농촌지역의 쇠퇴와 함께 지역 불균형 성장이 크게 심화되어 이제는 지속할 수 있지 않은 지경에 이르렀다. 따라서 농어촌 지역의 쇠퇴를 막고, 지방소멸을 방지하기 위해서는 지금까지의 도시화(Urbanization)에서 농촌화(Ruralization) 혹은 자연화 정책을 지속적으로 추진하여야 하며, 그 중심에는 '농촌 유토피아'가 있다. 그렇지만 농촌 유토피아가 성공을 거두기 위해서는 구독 농어촌 지원법과 함께 도시 생활과 농촌 생활이 동시에 가능하도록 two jobs and two housings 정책이 수반되어야 하며, 이를 유지하기 위한 구독 농어촌유토피아 지원법을 마련하여, 도시민들이 쉽게 농촌에 정착할 수 있도록 하며, 상호 원활한 소통체계를 유지하도록 하여 농촌의 쇠퇴를 막고 지역균형발전에 기여하도록 한다.
