The 4th industrial revolution technology is developing into a super convergence technology that is difficult to predict change centering on super intelligence and hyper connectivity. But the pace of scientific and technological development is very far from the mid-to-longterm military deployment of weapons systems. It is becoming a weapon of technology that should be eliminated. In particular, in recent years, the focus of science and technology, DNA (Data, Network, A.I), is getting deeper. This study is the discussion on the development of technology-led weapon systems and the development of weapon systems led by the concept of operation. Weapon systems are national, military oriented products, and the development risk, cost, and period required to provide them to consumers by making them diversified by suppliers (scientists and engineers) are excessive. Leading the technology is the concept of operation, that is, the pilot development of a weapon system with excellent performance with advanced technology even if there is no requirement. If the operator, the military, does not develop an operation concept in parallel, it is difficult to expect operational effects even for high-tech products. In order for advanced technology to be effectively projected onto the battlefield, the military must have technical understanding.

군사과학기술의 발전에 따라 상대 우위의 전력을 발휘하는 신무기가 개발되고, 군사 전문 가는 새로운 전장운용개념을 발전시켜왔다. 현대 과학기술의 발달은 매우 급속하게 이루어 져 새로운 첨단기술을 보다 조기에 전력화 할 필요가 있다. 무기체계는 과학기술 발전의 결과이지만 최적의 전술적 운용이 필요하다. 일반적인 전력 획득개념은 소요군의 운용개념과 작전운용성능 요구를 기반으로 개발하는 선(先)전술, 후 (後)기술 개발이지만, 신기술 적용 무기체계 개발은 소요군의 요구가 명확하지 않아도 시범 개발을 통해 군 운용가능성을 검증하고 전력화 단계로 이어가는 선 기술, 후 전술 개발도 가능하다. 소요군이 새로운 기술 발전추세를 무기체계에 적용하는 역량을 보다 강화하면 더욱 빠르 게 첨단무기를 전력화 할 수 있을 것이므로 무기체계 운용자로서 역할과 최신 기술을 이해 하는 역량을 제고할 필요가 있다. 본 연구는 무기체계에 적용하는 과학기술과 이를 운용하 는 전술개념의 관계를 고찰하고, 소요군이 빠르게 변화하는 신기술에 대한 역량을 현재보다 향상시키는 방안을 제시하고자 한다.
