The purpose of this study is to examine the theology of marginality proposed by Jung Young Lee as the theological foundation of multicultural ministry and to suggest appropriate countermeasures for the Korean church. Although it is on the threshold of a multicultural society due to the rapid influx of migrants, the Korean church has not effectively respond to the change compared to the government and public schools. In particular, the receptivity of multiculturalism among Korean church members still remains low and exclusive. In order to overcome these problems and to be effective and appropriate in ministry, the right theological perspective is needed. The theology of marginality by Lee Jung Young can be a good option. As non-westerners, Jung-Young Lee's theology of marginality based on his experience as an immigrant is persuasive and sufficient to use as a theological foundation for multicultural ministry. Jesus Christ showed the highest degree of marginality in birth, life, and ministry, and became friends with marginal people around him, such as tax collectors, women, and strangers. This marginality can be restored through decentralization and marginalization at the individual and community levels. In conclusion, it is necessary to implement macroscopic/denominational and church community-level countermeasures in order to maximize the marginality of Korean churches and congregant and to fulfill the missionary mandate of Korean churches in multicultural society. In macroscopic/ denominational dimensions, first, it is to prepare and improve a system for embracing migrants, second, to provide multicultural education for pastors and seminarians to cultivate multicultural mindset, and third, to establish and cooperate with the interdenominational network and to provide necessary sources. In local church level, first, it provides multicultural education including sermons and Bible studies to change the perception of the believers, second, it provides programs for strengthening the cross-cultural competency and cultural intelligence, and third, it finds out ministers and lay leaders among migrants. Through these responses, the Korean church will be able to take on missionary mandate in the 21st century multicultural society and demonstrate leadership that leads the cultural flow of Korean society.

본 연구의 목적은 다문화 사회로의 급속한 이행에 따른 다양한 문제와 기회 속에 서 다문화 사역의 신학적 토대로서 이정용이 제안한 주변성 신학을 살펴보고, 한국교 회의 적절한 대응방안을 제시하는 것이다. 급속한 이주민의 유입으로 다문화사회의 문턱에 있지만 정부나 공립학교에 비해 한국교회는 아직 효과적으로 대응하지 못하고 있다. 특히 일반인들뿐만 아니라 성도들의 다문화에 대한 수용성은 여전히 낮고 배타 적이다. 이러한 문제점을 극복하고 효과적이면서 적절한 사역을 위해서는 올바른 신학적 관점을 필요로 하는데, 이정용의 주변성 신학을 꼽을 수 있다. 그동안 다문화 사역에 있어서는 미로슬라브 볼프의 배제와 포용의 신학이나 용광로(melting pot)이론 같은 서구의 이론이 주류를 이루었다. 서구의 이론들은 타문화처럼 생경하게 받아들여진 면이 없지 않다. 반면, 한국인이지만 미국의 이민자로서의 경험을 바탕으로 한 이정용 의 주변성 신학은 한국인이라는 친근함과 더불어 그리스도인의 성경적 정체성을 토대 로 하고 있어서 그 깊이와 내용에 있어서 다문화사역의 신학적 토대로 활용하기에 충 분하다. 예수 그리스도는 탄생과 삶, 사역에 있어서 주변성의 극치를 보여주며, 최고의 주변인으로 세리, 여성, 이방인 같은 주변인들의 친구가 되었다. 이러한 주변성은 개인적 차원과 공동체적 차원에서 탈중심화, 주변화를 통해 회복될 수 있다. 결론적으로 다문화사회 속에서 한국교회의 선교적 사명을 감당하기 위해서는 한국 교회와 성도들의 주변성을 극대화하고 거시적/교단적 차원과 교회 공동체적 차원의 대응방안 실천이 필요하다. 거시적/교단적 차원에서는 첫째, 이주민 포용을 위한 제도 를 마련하고 정비해야 하며, 둘째, 교단적 차원에서 목회자, 신학생 등에게 다문화교 육을 제공해야하고, 셋째, 초교파적 네트워크를 구축하고 협력하여 필요한 자료를 제 공하는 것이 필요하다. 교회 공동체적인 차원에서는 첫째, 성도들의 인식 전환을 위해 설교와 성경공부를 비롯한 다양한 다문화교육을 제공하고, 둘째, 다문화 역량 (cross-cultural competency)과 문화지수(cultural intelligence) 강화를 위한 프로그램 을 제공하며, 셋째, 더 나아가 이주민 사역자와 이주민 평신도 리더를 발굴하고 지속 적으로 지원하는 것이 필요하다. 이러한 대응을 통해 한국교회는 21세기 다문화사회 속에서 선교적 사명을 감당하고 한국사회의 문화적 흐름을 주도하는 지도력을 발휘할 수 있을 것이다.
