This paper attempts to review the first year performance of the two consortiums sponsored by the Community Chest of Busan, in terms of their core capacity change. The evaluation is based upon the thematic analysis of the two times interview results focused upon two consortium participants using semi-structured research questions. Five main themes and twelve sub-themes emerged form the analysis. We observed the consortium participants have found their common agenda through their own ordinary tasks in their local communities and they have developed and articulated the agendas through discussion with other participants. One of the important findings is that consortium participants seem to have enhanced their positive attitudes and interests on their CI programs involvement. They have increased their senses of solidarity and thrust with other consortium members. In addition they seem to have gradually increased the feelings of efficacy for performing their own role to attain the consortium goals. Especially, they have become to be more willing to interact with heterogenous local institutions with which they have never worked before. The whole deliberation process of candid and non-hierarchical discourses in the backbone organization meetings have made them feel a kind of membership in their communities. However, two consortium have experienced the difficulty in designing and sharing the performance measurement system. The thematic analysis shows us that, on the whole, the consortiums participants have become to experience the capacity building individually and institutionally and to gain new senses of accountability and identity for their local communities. This project is meaningful in that it has learned how various institutions have tried to solve community problems beyond the routine and customary practice of providing welfare services.

지역사회 문제해결을 위한 상호협력적 네트워크적 접근은 전략적인 대응 체계 를 구축함에 있어 명확한 한계를 가진다. 이를 해결하기 위한 문제해결형 네트워크 의 대표적 방식으로 콜렉티브 임팩트접근이 있다. 본 연구는 지역사회 문제해결을 위 한 콜렉티브 임팩트(Collective Impact: CI) 사업의 핵심 역량이 실제 사업실행과정에서 어떻게 바뀌어 가는지 그 변화의 양상을 검토하기 위한 목적을 가진다. 이를 위해 부산지 역 CI 사업에 참여한 2개 컨소시엄을 대상으로 콜렉티브 임팩트 사업을 실시하였다. ‘중 고령중증장애인돌봄’ 컨소시엄에는 부산지역 내 중고령중증장애인 돌봄체계 구축 을 목표로 총 9개 기관이 참여하였고 ‘치매마을조성’ 컨소시엄은 치매친화마을 조 성을 목표로 총 11개 기관이 참여하였다. 참여 컨소시엄을 대상으로 초점집단면접을 통해 자료를 수집한 후 주제분석을 통하여 사업 핵심역량 의 변화 양상을 검토하였다.. 분석결과 5개의 CI 사업역량별(공동의제설정, 성과측정지표공유, 상호강화활동, 지속 적인 의사소통, 중추조직지원)로 총 12개의 성과요소들이 도출되었다. “공동의제 설정” 영역에서는 해결해야 할 문제를 구체화 하고, 사업목표를 확인하고 합의하는 역량이 강 화된 것으로 나타났다. “성과측정지표 공유” 영역에서는 성과지표설정의 어려움을 인식 하게 되고, 개별기관의 성과파악력이 증진되는 변화가 나타났다. “상호강화활동” 영역에서는 활동참여의지가 높아지고, 상호협력활동이 증가했으며, 문제해결의 적극성이 확대된 것으로 나타났다. “지속적인 의사소통” 영역에서는 상호신뢰가 구축되고 능동적 소통가능성이 증가되었다. 마지막으로 “중추조직지원” 영역에서는 참여기관들 간 연대 감이 강화되고 결정권한의 중요성을 인식하게 되었으며, 주체의식이 증진된 것으로 나 타났다. 결과적으로 CI 사업의 핵심역량은 다각도로 증진되었다. 본 사업을 통해 일상적 이고 관습적인 방식의 복지서비스 제공 관행을 넘어 다양한 기관들이 지역사회 문제를 해결하고자 노력하는 방법을 학습하였다는 점에서 의미가 있다.
