The purpose of this study is to present the challenges of smart corrections that incorporate the 4th industrial revolution technology in the correction sector. Against the backdrop of the development of drones, robots, AI, IOT, big data, and 3D printing, etc. with the advent of the 4th industrial revolution, problems such as lack of management personnel due to overcrowding, concentrated monitoring of inmates, dual management of paper documents and electronic documents, and complicated and aging reception service systems have been raised in the reality of corrections. To solve these problems, it is necessary to apply the 4th industrial revolution technology. In response, the correction headquarters has also stepped up the implementation of smart corrections through a project to establish a next-generation intelligent correction information system. Through literature research and analysis of the background and contents of smart correction systems, this study examined the problems of smart corrections and how to activate smart corrections. The result suggests that smart corrections should also be based on respect for human dignity, that relevant laws and regulations should be enacted and revised to eliminate human rights violations, and that the security system should be reorganized. It is hoped that this study will contribute to achieving the goal of developing advanced corrections in the 21st century.

이 연구의 목적은 교정부문에 4차산업혁명 기술을 접목한 스 마트교정의 과제를 제시함에 있다. 연구의 배경을 보면 4차산업 혁명의 도래에 따라 그 기술로 예시되고 있는 드론, 로봇, AI, IOT, 빅데이터, 3D 프린팅 등이 발달함에 즈음하여 그동안 교정 현실에서도 과밀수용으로 인한 관리 인력 부족, 수용자 감시의 집중문제, 종이문서와 전자문서로 이중관리 사용, 사용이 복잡하 고 노후화된 접견민원시스템 문제 등이 당면문제로 제기되어 왔 다. 이러한 문제를 해결하기 위해 4차산업혁명기술을 적용할 필 요가 생겼다. 이에 우리 교정본부에서도 차세대지능형 교정정보 시스템 구축사업을 통해 스마트교정 구현에 박차를 가하게 되었 다. 연구방법으로는 주로 문헌연구와 스마트교정시스템의 탄생 배경과 내용 분석을 통해 스마트교정이 갖고 있는 문제점과 활 성화 방안을 검토하였다. 연구결과 스마트교정도 인간존중의 교정ㆍ교화가 되어야한다 는 점, 인권침해소지를 없애기 위해 관련법규를 제ㆍ개정해야 한 다는 점, 보안체계를 정비해야 한다는 점을 제시하였다. 이 연구 가 21세기 첨단 교정의 발전이라는 목표를 달성하는데 일조가 될 것으로 기대한다.
