This study drew legal issues and improvement directions through interviews with eight companies, three special regulatory zones, and two experts to establish an efficient regulatory framework centered on regulatory sandboxes and regulatory freedom zones. According to the analysis, the role and responsibility of local governments, which are key players of the special regulatory freedom system, are not clear, the application period of regulatory improvement is short to two years, and the law revision, which is a key goal of regulatory improvement, and the management system is dualized. Future legislative measures to improve these problems and pending issues need to enhance the role of local governments in pre-deliberation and discovery, and monitor the compliance with the principles of priority and post-regulation in post-management. Finally, in order to systematize regulatory governance, new permanent committees are needed to strengthen their ability to respond to regulatory governance and complex regulations.

본 연구는 규제샌드박스와 규제자유특구 제도를 중심으로 효율적 규제체계 마련을 위한 8개 기업과 3곳 의 규제자유특구, 2명의 전문가 인터뷰를 통하여 법적 쟁점과 개선방향을 도출하였다. 분석결과 규제자유특구제도 의 핵심 주체인 지자체의 역할과 책임이 명확하지 않고, 규제개선 적용 기간이 2년으로 짧으며 규제개선의 핵심적 인 목표인 법률 개정이 시행령 개정 수준에 그치고 있고 관리체계가 이원화 되어있는 등 문제점이 도출되었다. 이 러한 문제점 및 현안 이슈를 개선하기 위한 향후 입법적 방안은 사전심의 및 발굴 차원에서 지자체의 역할 제고 가 필요하며, 사후관리 전담부처의 통일화·명확화와 사후관리에서 법률의 우선 허용·사후규제 원칙의 준수 여부를 관찰할 필요가 있다. 마지막으로 규제거버넌스 체계화 차원에서 규제거버넌스 통함 및 복합 규제에 대한 대응능력 강화를 위한 상설위원회 신규 운영이 필요하다
