The Ministry of Food and Drug Safety had announced that a system for ‘customized cosmetics sales business’ would be implemented starting from March, 2020. Korea government also announced a support plan to improve customized cosmetics as a new growth engine for K-beauty. With the introduction of the system, it is expected that professional jobs will increase like customized cosmetics technical managers, and interest of subdividing customized cosmetics(refillable cosmetics) is growing in terms of the environment. However, with the introduction and implementation of the system, there is a need for institutional supplementation to secure quality of the products and activate related industries. In the case of the current system, there are the following problems. First, customized cosmetics technical manager qualification exam is limited to a written test. Second, there are no standards of mixing raw material that result in the manifestation of efficacy and effectiveness. Third, it is difficult for small businesses to enter the market because of high initial costs and technical limitations. Therefore, performance test has to be added in customized cosmetics technical manager qualification exam. Also, quality and safety can be improved by prohibiting composing directly raw materials that result in the manifestation of efficacy and effectiveness in customized cosmetics sales place. For the development of the industry, support of government such as facilities and DB is needed, and it is necessary to ease the obligation to hire customized cosmetics technical manager. Finally, reasonable regulatory changes are needed to ensure the quality and safety of customized cosmetics and to establish itself as a policy that reflects the market situation. If customized cosmetics sales system will be operated smoothly, it is expected that consumers will have opportunity to choose more diverse cosmetics.

2020년 3월, 국내에서 맞춤형화장품 제도가 시행되었으며, 정부는 K-뷰티 미래화장품 신성장 동력으로 맞춤형 화장품을 언급 및 관련 지원 계획을 발표하였다(식품의약품안전처, 2020). 본 제도 도입으로 인해, 맞춤형화장품 조제 관리사와 같은 전문 일자리 창출효과가 기대되고 있으며, 환경적인 측면에서 소분형 맞춤형화장품에 대한 관심도 증 대되고 있다. 하지만, 본 제도가 도입 및 시행됨에 따라 품질·안전성 확보 및 산업 활성화 등을 위해 제도적 보완이 필요한 상황이다. 현행 제도의 경우, 맞춤형화장품 조제관리사의 자격 조건이 필기시험에만 한정되어 있다는 점, 기 능성화장품의 효능·효과를 나타내는 원료 혼합에 대한 제약사항이 없다는 문제점이 있다. 또한, 높은 초기 비용 및 기 술 장벽으로 중소형 업체의 진입이 쉽지 않다. 이에 맞춤형화장품조제관리사 시험의 자격 조건 신설 및 실기 부문까 지 자격시험을 확대하며, 기능성화장품 효능·효과를 나타내는 원료의 맞춤형화장품판매업장에서 직접 혼합을 금지 하 여 맞춤형화장품의 품질·안전성을 높인다. 이뿐만 아니라, 산업 발전을 위해 시설, DB 등의 정부의 적극적 지원이 필 요하며, 맞춤형화장품조제관리사 고용 의무를 완화할 필요가 있다. 즉, 제품의 품질과 안전을 보장하고 시장 환경을 반영한 정책으로 자리 잡을 수 있도록 합리적인 규제 변화가 필요하며, 이를 계기로 맞춤형화장품 판매제도가 원활 하게 도입·운영되어 소비자가 더욱 다양한 화장품을 선택할 수 있는 기회가 되기를 기대한다.
