This article deals with the history of diplomatic relations between the Provisional Government of the Republic of Korea (PG ROK, 1919-1945) and the Russian Soviet Federative Socialist Republic (RSFSR, 1918-1922). In July 1920, the PG ROK and the RSFSR agreed to mutually approve and provide military aid to each other, and jointly promote the struggle against Japan. However, the related official document was not revealed yet, it is necessary to verify the facts as to whether the diplomatic agreement was made secretly or there was no such relationship in the first place. This article demonstrates that the official diplomacy of the PG ROK was taken a form of independent diplomacy through military force which the integrated provisional government developed in earnest. It examines the process of establishment of the PG ROK’s diplomatic institutions and changes in foreign policy through the analysis of its corrective policies. In order to verify the establishment of diplomatic relations between the two countries, the article presents the official letter submitted by Hyeong-Kwon Han, special envoy of the PG ROK who participated in the diplomatic negotiations, what he reported in retrospective later, and the Japanese media reaction reported at the time. It also pointed out that what had been agreed upon between two countries was actually realized.

본고는 대한민국임시정부(1919-1945)와 소비에트러시아정부(1918-1922) 사이에 전개된 외교관계의 한 역사를 다룬다. 1920년 7월 당시 대한민국임시정부와 소비에트러시아정부 는 상호 승인하고 군사원조하며 대일항쟁을 공동으로 추진하기로 합의하며 협정을 맺은 것 이다. 내용상 군사협정에 다름아닌 외교행위였지만, 공식문서가 밝혀지지 않아 ‘비밀’에 붙 여졌거나 애초에 없었던 것인지는 사실관계 확인이 필요하다. 본고는 대한민국임시정부의 공식외교가 군사력을 통한 독립외교에 있었고 통합된 임시정 부가 본격적으로 전개했음을 외교기구의 구축과정과 외교정책의 변화를 시정방침 분석을 통해 살펴보았다. 그리고 대한민국임시정부와 소비에트러시아정부의 외교관계가 실제로 구축된 협상과정과 내용을 살펴보았다. 양국 외교관계 수립이란 역사적 실체를 밝히기 위해 협상에 임했던 대한민국임시정부 특 사 한형권이 제출한 공식서한과 추후 밝힌 회고내용 그리고 당시 보도된 일본측 언론 반응 등을 제시했으며, 합의된 내용이 실제 실현되었다는 점을 들었다.
