This study aims to support policy-making process in the project which focuses on community revitalization. For the purpose, it examined the factors which influence performance of the Cultural Community Creating Project(CCCP). Generally, it has been considered that those factors such as subject(‘insider’ or ‘outsider’) and regional characteristic(‘urban’ or ‘rural’) plays an important role in community projects. It argues that those factors tend to pay attention to ‘visible’ components in the process, without considering ‘invisible’ one like intention of the participant groups which organize programs. With the criteria Including both components, this study analysed the performance of the Cultural Community Creating Project and identified that the invisible factor played more significant role in the project’s performance comparing to other factors. As a conclusion, it suggested that in order to set up criteria for the CCCP, invisible components like ‘intention’ of participant groups should be significantly considered in the policy-making process.

이 연구는 생활문화공동체만들기 사업 분석을 통하여 우리나라에서 다양하게 전개되고 있는 공동체 활성화 사업 들이 어떤 방향으로 사업 성과와 목표를 설정하여야 하는지를 살펴보고자 하였다. 이를 위하여 2020년 실시된 생활 문화공동체만들기 사업을 분석한 결과, 동 사업은 그동안 중요하게 다루었던 사업수행주체나 지역특성의 문제보다, 사업을 수행하는 단체가 어떤 목적을 가지고 사업을 수행하였는지와 관련한 ‘주관적 의도 요인’을 사업 방향 및 성과 목표 설정에 더 유용하게 활용할 필요가 있음을 확인하였다. 결론적으로, 생활문화공동체만들기 사업과 같이 공동체 를 활성화하고자 하는 사업에서는 성과와 목표를 설정함에 있어 사업의 궁극적 지향보다 사업에 참여하는 주체들의 참여 의도와 그것을 통해 기대할 수 있는 성과에 기반하여 수립될 필요가 있음을 제시하였다
