The purpose of this study was to analyze the differences in safety conditions(SCs) in dense area of the vulnerable groups(VGs) to improve the safety equity. The analysis methods were divided into three categories. 1) The VGs and SCs were operationally defined and mapped by census output area(COA). 2) Areas of concentration of VGs were derived through local indicator of spatial association analysis. 3) The difference in SCs between the dense area of the VGs and the non-dense area of the VGs was identified by logistic analysis. The anlalysis results are as follows. 1) The VGs were distributed in the outer regions and old towns. 2) COAs were divided into HH/LL/HL/LH-type according to the cluster characteristics of the vulnerability, and the HH-type was set as the dense area of the VGs. 3) The number of crimes and welfare facilities were found to be higher in the dense area of the VGs, and the number of rescue, fires, and hospitals were found to be higher in areas that were not. These results can be used to establish policy related to VGs, and contribute to improving the efficiency and sensibility of support measures for VGs.

본 연구는 취약계층의 안전 형평성 개선을 위해 취약계층 밀집지역의 안전여건 차이를 분석하는 것을 목적으로 한다. 분석방법은 첫째, 집계구 단위에서 취약계층과 안전여건을 정의해보고 공간분 포 특성을 분석하였다. 둘째, LISA분석(Local Indicator of Spatial Association)을 통해 군집특성을 분석 하고, 취약계층 밀집지역을 도출하였다. 셋째, 로지스틱 회귀분석을 통해 취약계층 밀집지역과 그렇 지 않은 지역 간의 안전여건 차이를 분석하였다. 분석 결과는 다음과 같다. 첫째, 취약계층은 주로 청주시 외곽지역과 구도심지역에 분포하고 있다. 둘째, 취약성의 군집특성에 따라 HH-type, LL-type, HL-type, LL-type 4가지로 구분되며, HH-type을 취약계층 밀집지역으로 정의하였다. 셋째, 범죄발생 건수와 복지시설 수는 취약계층 밀집지역에서 그렇지 않은 지역보다 많은 것으로 나타났으며, 구조, 화재, 병원 수는 반대인 것으로 나타났다. 본 연구의 결과는 취약계층과 관련된 정책방향을 설정하는 데 활용될 수 있으며, 취약계층 지원대책의 효율성과 민감성을 향상시키는 데에 기여할 수 있다.
