Currently, Vietnam's renewable energy market is growing rapidly and attracting worldwide attention. Through revised National Power Development Plan VII(PDP7) in 2016, Vietnamese government has revealed its ambitious goal to increase the proportion of renewable energy to 21% by 2030, and has provided various policy measures. As a result, Vietnam has become a country with the largest renewable energy among ASEAN countries as of 2020, in terms of installed capacity. As Vietnamese energy market becomes more and more attractive, Korean companies are also seeking ways to enter the market.However, the Vietnamese government's frequently changing regulations, as well as complicated procedures and difficulties in licensing, are acting as a barrier to entry into Vietnam.In this paper, through the lens of multi-level perspective (MLP), we analyze Vietnam's energy regulations and policies in macro level with mid-to-long-term timeline to figure out its transition pathway. The analysis result will help establishing detailed corporate strategies and identifying promising new businesses in the future for Korean companies. The result shows that, even though there are frequent changes in terms of detailed regulation, Vietnamese government has shown a consistent attitude towards a transition to eco-friendly, green energy system.In addition, recently shown Vietnamese government's strong will to foster new energy technology fields such as smart grids and smart cities is likely to bring great opportunities in technology fields such as EMS, ESS, and AMI. In particular, the rapidly increasing roof-top solar PV and planned transition of private competitive power market may make it possible for new business model, such as distributed power management platform and distributed power trading, to arise in Vietnam.

현재 베트남 신재생에너지 시장이 급속도로 성장하며 전세계의 관심을 모으고 있다. 베트남 정부는 2016년 제7차 전력개발 마스터 플랜 개정안을 통하여 2030년까지 신재생에너지의 비율을 21%까지 늘리겠다는 포부를 밝히며 각종 지원책을 펼처왔다. 그 결과 베 트남은 2020년 기준으로 아세안에서 가장 큰 규모의 신재생에너지 발전 규모를 보유한 국가로 도약하게 되었다. 이에 따라 국내의 기 업들도 베트남 에너지 시장으로의 진출방안을 모색하는 중이다. 그러나 복잡한 절차, 인허가의 어려움 등과 함께 수시로 바뀌는 베트 남 정부의 규정이 베트남 진출에 걸림돌로 작용하고 있다. 본 논문에서는 다층적 관점(Multi-level perspective)을 기반으로 베트남의 에너지 규제·정책을 거시적, 중장기적 관점에서 분석하고, 그 흐름을 파악하여 기업의 세부 전략 수립과 함께 미래의 유망한 신규 사 업으로의 진출 기회 발굴을 돕는다. 분석의 결과, 베트남 정부는 세부적인 규정 측면에서는 잦은 변화가 있어도 친환경적인 에너지 시 스템 전환을 목표로 추진한다는 점에서는 일관된 자세를 취하고 있으며, 이를 실현하기 위하여 레짐 변화를 통한 기회의 창 형성과 니 치 혁신 육성을 위한 다양한 정책을 펼쳐오고 있다는 것을 알 수 있었다. 또한, 신재생에너지와 함께 근래의 스마트그리드, 스마트시 티 등 에너지 신기술 분야 육성에 대한 베트남 정부의 의지는 EMS, ESS, AMI 등의 기술분야에 큰 기회를 가져올 것으로 예상된다. 특 히 급증하는 지붕형 태양광 발전의 보급 추세 및 미래의 전력거래시장 개방 계획을 통하여 분산전원관리 플랫폼 및 이를 기반으로 한 전력거래 비즈니스 모델의 등장을 기대할 수 있다.
