The purpose of this text is to examine the theological orientation of W. Huber, who served as the president of the German Protestant Church(EKD) and established public theology in the contemporary civil society. With this theme, this paper comprehensively examines Huber's reflection on the roles of the church in civil society, the concept of unity in diversity and the communicative freedom(kommunikative Freiheit) with an understanding of their philosophical backgrounds, and his critique on the course of the church in the midst of the 1990s chaos, with the end of the East-West Cold War, between the collapse of the old order and the establishment of the new order. In addition, with the study of Huber’s theology, this paper is trying to trace the footsteps of the public theology of German Protestant Church over the past 20 years. With his successor, H. Bedford-Strohm, who has also served German Church as the Chairman of the General Assembly of EKD, Huber contributed in defining the direction of public theology of the EKD for almost half a century. Evaluating from the present point of view in 2021, Huber's theological work helped identify the Church's mandate in contemporary society and its role as a social mediator. For Korean church amid the crisis of Corona 19 and the advent of today's civil society, Huber’s insights could prove to be valuable lessons.

본문은 독일 개신교 총회의장으로 재직하며 시민사회 속에서 공공신학 의 관철을 추구했던 후버의 신학적 방향정립을 살펴보는 것을 목적으로 한 다. 이러한 주제에 따라 후버가 수행했던 시민사회속의 교회의 성찰, 다양 성 속의 일치와 소통적 자유의 개념 정립, 교회의 행로 모색의 반성을 총체 적으로 살펴보고 있다. 또한 후버의 신학을 살펴보는 작업을 통해 지난 20 여 년간 진행되었던 독일개신교회의 공공신학의 행로를 파악하는데 도움 을 얻고자 하고 있다. 후버는 그의 뒤를 이어 현재 독일개신교회(EKD) 총 회의장으로 재직하고 있는 베드포드-슈트롬과 함께 반 세기 가까운 시간 동안 독일 개신교회의 공공신학의 방향을 정립하는데 기여했다. 2021년 현재의 시점에서 평가할 때, 시민사회의 도래 속에 방향정립을 시도했던 후버의 신학적 모색은 교회의 핵심적인 위임의 확인과 사회적 중재자로서 의 역할을 감당하는데 기여했다고 볼 수 있다. 특히 동-서 냉전이 종결된 1990년대를 전후로 한 유럽 신학의 중요한 초점은 시민사회의 도래 속에 공공신학의 행로 모색이었다고 할 수 있었으며, 그가 수행했던 신학적 작 업은 이러한 상황 속에서의 교회의 위상정립과 방향제시에 있었다고 볼 수 있다. 코로나19의 위기와 오늘날 시민사회의 도래 속에서 행보를 모색하는 한국교회의 입장에서 볼 때 그의 통찰 속에서 많은 시사점을 얻을 수 있다고 파악된다.
