This paper aims to revisit Karl Popper's Logik der Forschung, first published in 1935, and critically reconstruct Popper's interpretation of quantum mechanics based on it. Above all, we examine whether Popper's propensity interpretation of probability can extend to a fundamental interpretation that properly account for quantum mechanics, rather than just an alternative interpretation of probabilities. Based on this, we discuss the concept of quantum propensity. Furthermore, it examines whether Popper's tendency can be an ontological basis across natural philosophical reasons. We discussed the implications of Zhang Hwe Ik's natural philosophy and his new interpretation of the quantum mechanical state as a propensity to cause events. on these problems.
