In order to resolve the confusion caused by various qualifications in the counseling field, this study reviewed the legalization of counseling qualifications using the National Competency Standards (NCS) system. To this end, the criteria for major counseling qualifications were reviewed and an expert group interview (FGI) was conducted. As a result of the study, the NCS-based counseling qualification can help solve the current confusing situation by presenting standardized standards, and it is desirable to operate it in the form of a basic qualification. And, it is necessary for the counselor training institution to operate a standardized and accreditated curriculum. In addition, to activate NCS-based counseling qualifications, a consultative body of related organizations and organizations sould be formed, and various tasks such as establishing the definition of counseling and setting the scope of counseling have to be solved. The meaning and application of the research results were discussed.

이 연구는 상담 분야의 다양한 자격으로 인한 혼란을 해결하기 위해 국가직무능력표준 (NCS)체계를 활용한 상담자격 법제화 방안을 검토하였다. 이를 위해 주요 상담 자격의 기준 을 검토하고 전문가집단면접(FGI)을 실시하였다. 연구결과 NCS 기반 상담 자격은 표준화된 기준을 제시하여 현재의 혼란한 상황을 해결하는데 도움이 될 수 있으며, 기본자격 형태로 운영하는 것이 바람직하고, 이를 위해 상담사 양성 기관은 표준화되고 인증된 교육과정을 운영하는 것이 필요한 것으로 나타났다. 또한, NCS 기반 상담 자격 활성화를 위해서 NCS 기반 상담 자격이 활용되고, 관련 기관, 단체들의 협의체를 구성하며, 상담의 정의 정립, 상담의 범위 설정 등 여러 과제를 해결해야 하는 것으로 나타났다. 연구결과의 의미와 활용방안에 관해 논하였다.
