The educational policy of the Russian state and the Russian Orthodox Church for the Korean immigrants in the Russian Far East can be divided into two periods, starting from the 1880s. In the 1860-1870s, there was a lack of educational institutions within the Korean immigrant community. For this reason, at this time, whether it was a public school established by the Russian government and the Orthodox Church, or an ethnic school such as a Seodang(서당) established by Koreans themselves, Korean immigrants actively tried to es tablish and maintain it. However, since 1888, when Korean residents were allowed to become Russian citizens, the Korean immigrant community was divided into ‘Wonhoin(원호인)’, a Russian citizen, and ‘Yeohoin(여호인)’, a non-Russian citizen. ‘Wonhoin(원호인)’, who shared interests with the Russian state, tried to establish and spread the Russianstyle education system. On the other hand, ‘Yeohoin(여호인)’ established a new type of ethnic school with a modern curriculum under the influence of the anti-Japanese movement figures who came to this region as the Japanese invasion of the Korean Peninsula intensified.

제정 말 러시아 극동지역에서 조선인-이주민에 대한 국가와 정교회의 교육정책은 1880년대를 기점으로 크게 두 시기로 나누어 살펴볼 수 있다. 1860-1870년대의 이주 초기는 조선인-이주민 공동체 내에 교육기관 자체가 부족한 시기였다. 이러한 이유로 이때에는 러시아 정부와 정교회에서 설립한 국립학교와 교회학교이든, 아니면 조선 인이 스스로 설립한 서당과 같은 민족학교이든, 조선인-이주민은 교육기관을 적극적으로 수립하 고 유지하려고 노력했다. 그러나 1888년 이래로 조선인-거주민이 러시아 공민이 될 수 있는 조건이 확립되면서 조선인-이 주민 공동체는 러시아 공민인 원호인과 러시아 비공민인 여호인으로 분화되었다. 러시아 국가와 이 해관계를 공유하게 된 원호인은 러시아식 근대교육체계를 수립하고 발전시키려 했다. 반면, 한반 도에 대한 일본의 침탈이 강화되면서 이 지역으로 유입된 항일운동 계열 인사들의 영향을 받아, 여 호인은 근대적 교육과정을 갖춘 새로운 형태의 민족학교를 확립해 나갔다.
