Unlike international regime and urban regime, there are not researches using policy regime theory. For that reason, there is no consensus definition of the policy regime, so it can be said that each researcher uses this term differently. However, the regime theory can be said to be a useful theory for understanding the political aspects of policy. In this study, after examining the research trends in which the concept of the regime was applied in each field, the components of the policy regime, changes factor and process in the policy regime, and the usefulness and limitations of the policy regime theory were examined through literature research. The policy regime consists of a policy paradigm, power arrangement, and institutional arrangements, and policy changes through a paradigm shift → a crisis of legitimacy → power transfer → change of institutional arrangements. In addition, the policy regime theory is useful in that it does not replace the existing policy theory and can be used complementarily because it emphasizes the politics of policy, and it is useful in that it can usefully classify policy subsystems. There is a limit to being unclear. I hope that empirical research will be conducted based on this research.

정책레짐이론을 활용한 연구는 국제레짐, 도시레짐과 달리 미흡한 편이다. 그 이유로 정책레짐 에 대한 합의된 정의가 없어서 연구자마다 이 용어를 달리 사용하기 때문이라고 할 수 있다. 하 지만 레짐이론은 정책의 정치적 국면을 이해하는데 유용한 이론이라고 할 수 있다. 본 연구에서는 각 분야에서 레짐의 개념을 적용한 연구경향을 살펴본 후, 문헌연구를 통해 정 책레짐의 구성요소, 정책레짐의 변화, 정책레짐이론의 유용성과 한계를 살펴보았다. 정책레짐은 정책패러다임, 권력배열, 제도적 장치로 구성되어 있으며, 패러다임의 전환→정당성 위기→권력이 동→제도적 장치의 변경을 통해 정책이 변화한다는 것이다. 또한 정책레짐이론은 정책의 정치성 을 부각하였기 때문에 기존의 정책이론을 대체하지 않고 보완적으로 활용할 수 있고, 정책하위시 스템들을 유용하게 구분할 수 있다는 점에서 유용성은 있으나, 사적 레짐을 설명하지 못하고 경 계가 불분명하다는 한계가 있다. 이 연구를 토대로 실증적 연구가 이루어지기를 기대한다.
