The purpose of this study is to examine the principles of expenditure assignment between metropolitan and local governments and to provide policy recommendations for the current assignment system. This study analyzed 174 local expenditure programs, as well as 567 core expenditure programs among the total of 2,592 provincial programs. In addition, 308 expenditure programs were analyzed, which were transferred to local governments by Presidential Committee on Autonomy and Decentralization. The main results of the analysis are as follows. First, it appears to be more appropriate for the metropolitan office to transfer 133 programs under 91 categories to local governments, and to return 41 delegated local programs to metropolitan government. Second, in case of expenditure programs transferred by the committee, it is better off to transfer 112 programs out of 308 programs to local governments. Last, this study concludes with a couple of policy recommendations for the expenditure assignment system in Korea.

본 연구는 광역지방자치단체(도)와 기초지방자치단체(시ㆍ군)를 대상으로 사무배분 실태분 석을 실시하여 사무배분의 합리적인 원칙과 기준을 재정립하였다. 분석 대상사무로는 시·도 사무 총 2,592종 중 핵심사무 567종을 발굴하였으며, 시ㆍ군사무의 경우 총 174개 사무로서 자체사무 16개, 위임사무 158개이다. 또한 지방자치발전위원회에서 시·도 또는 시ㆍ군으로 이 양이 결정된 사무 308개를 대상으로 분석하였다. 대상사무를 중심으로 분석한 결과 시·도․ 사무는 91종 133개 단위사무를 시ㆍ군으로 이양하는 사무로 결정하였으며, 시ㆍ군사무의 경 우 위임ㆍ규칙 사무 중 도로 환원하는 사무가 41개로 분석되었다. 또한, 자치분권위원회 사 무의 경우 63종 308개 단위사무 중 21종 112개를 시도 및 시군으로 이양하는 것이 타당한 것으로 나타났다. 본 연구는 광역-기초간의 사무이양 실태를 실증적으로 분석하였다는 점에 서 연구의 의의가 있다.
