The purpose of this study is to investigate the criteria and meanings of deliberation in Deliberative Polling®. For this purpose, the investigator made an attempt at a theoretical and experiential analysis of deliberation and fairness with a focus on the "Participatory Surveys for Public Deliberation on Shin-Gori Nuclear Reactors No. 5 & 6" conducted in a large scale by the central government. The study first reviewed the philosophical concept of "deliberative democracy" introduced from the West and the theoretical backgrounds of "Deliberative Polling." Deliberative democracy presents a process of individual citizens changing their preferences and reaching collective agreement through discussions and communication. This research analyzed factors influencing the evaluation of the public deliberation process and found that deliberation and fairness were core factors with statistical significance, which indicates that when they have positive evaluations of deliberation or fairness, their evaluation of the entire public deliberation process is high. The regression analysis results show that age and political belief, two individual characteristics of the participants, had significant effects on the evaluation of the public deliberation process. While the other factors had the same effects, older age and a more progressive belief led to more positive directionality in the evaluation of the public deliberation process.These analysis results demonstrate that the Deliberative Polling for the Shin-Gori case showed the possibilities of Deliberative Polling at a similar level to Western experiences even though it was done in South Korean where people are not familiar with discussion culture and had a very low level of deliberation experience.

2017년 ‘신고리 원전 5·6호기 공론화 시민참여형조사’를 중심으로 심의공론조사의 숙의 성과 공정성에 관한 이론적 경험적 분석을 시도했다. 국내에서는 아직 심의공론조사의 사 례가 많지 않으며 큰 관심을 받지 못하고 있다. 심의민주주의의 제도화 중 하나이자 여론 조사와 구별되는 심의공론조사의 핵심 요소는 숙의성과 공정성이다. 숙의성은 참여자 전원 의 의견 반영과 균등한 발언기회를 보장하는 과정의 공정성이 담보되어야 의미를 가질 수 있다. 경험적 분석을 통해 공론화 과정의 공정성과 숙의과정에 대한 평가가 ‘변경결정자’와 ‘일 관결정자’들 사이에 차이가 있는데, 전자가 더 긍정적 평가를 한다는 것을 확인하였다. 또 한 공론화 전체과정에 대한 평가는 공정성과 숙의성 요인 평가에 크게 영향을 받는다는 것 을 발견하였다.
