We will find out when and how the Industrial Security Expert(ISE) system, promoted to the national accredited private qualification system, was born as an Industrial Security Expert(ISE) system, and help research the past and present development of the qualification system through research and research on the introduction of the qualification system. As the saying goes, what is not recorded cannot be historical, it presents a plan for the development of the qualification system based on data and evidence from more than 15 years ago, data and evidence on the initial introduction, background, introduction process, and test operation plan.

현재 국가공인 민간자격제도로 승격되어 운영되고 있는 산업보안관리사 제도가 언제 어떻게 산업보안관리사라는 민간자격이 태동하게 되어 오늘날에 이르게 되었는지에 대한 연혁적 고찰 등 자격제도 도입의 태동에 대한 연구와 조사를 통하여 향후 본 자격제도의 과거와 현재의 발전방안 사료연구에 도움이 되게 하고자 한다. 기록되지 않는 것은 역사화 할 수 없다는 명언대로 15년여 전의 자료와 근거를 바탕으로 자격의 명칭 선정부터 최초 도입시기와 배경, 자격제도의 도입과정, 시험운영 계획 현황 등에 대한 각종의 자료와 증언 을 통하여 밝혀내어 기록 정리하고 이를 발판으로 본 자격제도의 발전방안을 제시하고자 한다.
