Innovation activities can be an engine of successive development as increasing competitiveness of the firms with limited resources, therefore innovation activities of domestic firms has been acknowledged as a necessary factor in rapidly changeable business environment. However, many firms would strengthen innovation activities by government support because of limited resources and information asymmetry. To investigate the effects of both tax support and non-tax support as the indirect method of government on the innovation activities of firms, this study used the 2014 innovation activity table from STEPI, and propensity score matching method was explored to overcome the problem of sample selection bias. In the empirical result for using all firms, tax reduction and funding support for commercialization have the significant impact on the difference between firms with funding and non-funding firms. In using only venture and innobiz firms, tax reduction, funding support for commercialization, and government technology support have the significant impact, while only funding support for commercialization has the significant impact when the firms not included in venture and innobiz firms were used. From the study results, government support for technology development has promoted the firms’ innovation activities. In other words, government support is, in general, effective to either venture or innobiz firm for its innovation activities. This dissimilar result is due to perception difference for importance of government support in accordance with the firm characteristic. That is, government support is needed to either venture or innobiz firm with limited finances.

제약된 자원을 보유하고 있는 기업에게 혁신활동은 경쟁력을 향상시킴으로써 지속적인 성장의 원동력이 될 수 있으므로, 급변하는 경영환경에서 국내기업의 혁신활동은 필수불가결한 요소로 인식되어 왔다. 그러나 보유한 자원의 부족과 정보의 비대칭으로 인해서 많은 기업들은 정부로부터의 정책지원을 통해 혁신활동을 강화하려는 경향이 있다. 본 연구는 기업의 기술개발에 대한 정부의 간접적 수단으로서 조세지원과 비조세지원이 기업의 혁신활동 에 어떠한 영향을 미치는지를 규명하고자, 과학기술정책연구원(STEPI)에서 제공하는 2014년 제조업에 포함 되는 기업의 기술혁신활동 조사표를 사용하였으며 표본의 선택편의의 문제를 해결하고자 성향점수매칭 방법 을 이용하였다. 실증분석 결과를 살펴보면, 전체기업을 대상으로 한 분석의 결과에서는 조세감면과 사업화 자금지원은 수 혜를 받은 기업과 그렇지 않은 기업 간의 차이가 유의한 것으로 나타났다. 벤처기업과 이노비즈형 기업을 대상으로 한 분석의 결과에서는 조세감면, 사업화 자금지원, 정부기술지원은 유의미한 영향을 미치지만 기술 정보제공은 유의미한 영향을 제공하지 않는 것으로 나타났으며, 벤처기업과 이노비즈형 기업이 아닐 경우에 는 단지 사업화 자금지원만이 유의미한 영향을 나타내고 있음을 알 수 있다 연구결과를 토대로 정부의 기술개발 관련 지원은 일반적으로 벤처 및 이노비즈형 기업군에서 기업의 혁 신활동을 증대시킨다는 것을 알 수 있다. 다시 말해서 정부의 지원은 기술력을 보유한 벤처기업과 이노비즈 형 기업들의 혁신활동에 보다 효과적이라는 사실을 제시하고 있다. 이러한 연구결과의 차이는 기업의 특성 에 따라 정부지원의 중요성이 다르게 인식될 수 있다는 것으로 풀이된다. 즉, 기술력을 보유하였지만 부족한 재원으로 인해 벤처 및 이노비즈형 기업에게 정부의 지원이 보다 요구된다고 볼 수 있기 때문이다.
