The purpose of this study was to listen to the voices of parents with students participating in the National Youth Sports Festival, and to provide basic data for proposing a reform plan for the National Youth Sports Festival. The research method was conducted on 36 parents of student athletes from affiliated organizations of the Korea Sports Association. The conclusions of this study are as follows. First, the name of the National Youth Sports Festival should be reorganized into the National Student Sports Festival and included educational purposes as it is a student athlete. Finally, the Sports Committee should create opportunities to hold regular and horizontal interviews with sports organizations and student athletes’ parents in practice, and revise and supplement the reform plan to suit reality over time rather than radical reform. A valuable ‘Student Athletes Committee’ shall be organized to guarantee the right to participate in the competition. In addition, online classes will have to settle the homework system and fill in the academic section where there is a gap in participation in the competition. There should be an alternative to the abolition of the camp, and when maintaining the camp, there should be a living teacher so that student athletes can be managed. In order to maintain the ban on weekday competitions, students’ fatigue, long-term competition schedules, parents’ financial burden and travel distance must be addressed.

본 연구는 전국소년체육대회 출전 학생선수를 둔 학부모들의 목소리를 듣고자하는데 목적이 있으며, 상향식 방식 이 아닌 하향식 방식으로 전국소년체전 개편안 제안을 위한 기초자료를 제공하는데 본 연구의 목적이 있었다. 연구방법은 대한체육회 가맹단체 종목 학생선수의 학부모 36명을 대상으로 면담을 실시하였다. 본 연구의 결론은 아래와 같다. 첫째, 첫째, 전국소년체육대회 명칭을 전국학생체육대회로 개편하고 학생선수이니 만큼 교육적 목적을 포함시켜야 할 것이다. 스포츠혁신위원회는 실무에 있는 종목단체 및 학생선수 학부모와의 주기적이고 수평적인 면담을 할 수 있는 기회를 만들 고 급진적인 개편보다는 시간을 충분히 두고 개편안을 현실에 맞게 수정·보완해야 할 것이다. 가칭 ‘학생선수위원회’ 를 조직하여 대회 출전 자율권을 보장해야 한다. 또한, 온라인수업 이수제를 정착하여 부득이 대회출전으로 공백이 생기는 학업부분을 채워주어야 할 것이다. 합숙소 폐지에 대한 대안이 있어야 하며, 합숙소 유지 시에는 생활전담교사를 두어 학생선수를 관리할 수 있도록 해야 할 것이다. 주중대회 금지조치를 유지하려면, 학생들의 피로감, 대회일정을 장기성, 부모들의 경제적 부담과 이동거리에 대한 부담을 해결해주어야 할 것이다. 둘째, 학생선수 학부모들의 금전적 부담은 크게 없으나 학교운동부에 대한 재정지원금의 증액이 이루어져야 할 것으로 판단된다. 셋째, 학생선수들의 훈련환경은 과거에 비해 상당히 정화되었다고 나타나 학생선수들의 진로선택권을 보장하는 방법을 반드시 탐구해야 할 것이다. 넷째, 스포츠현장 비리에 대한 부분은 제도가 현실에 맞지 않기에 비리가 생기며, 지도자들의 처우 개선이 최우선 과제인 것으로 나타났다. 이에, 지도자들의 급여체계 정비를 검토하여 정책적, 제도적으로 보완할 수 있도록 해야 할 것이다.
