This study empirically analyzed the impact of the partner countries’ characteristic factors which were based on the evaluation of Korea’s ICT sector senior expert dispatch program in Africa. The characteristics of the partners were based on their income, institution, region, technology sectors, and the outcome of evaluation about the partnership was based on the relevance, effectiveness, efficiency, sustainability, and impact. As a result of the study, it was found that there were significant differences in evaluation results depending on the income level, institution, region, and technology sectors. Especially, the ICT sector in Africa is significant (−) difference with relevance and impact. The result of the study can be utilized in policy design in the field of science and technology cooperation.

본 연구는 우리나라 정부의 해외봉사단 프로그램 중 시니어 전문가 파견 사업에 대해 아프리카 의 ICT 분야를 중심으로 협력대상국의 특성이 평가 결과에 미치는 영향에 대해 실증분석하였다. 협 력대상국 특성은 소득, 기관, 지역, 기술 분야로 구분하였고, OECD 평가 기준인 적절성, 효과성, 효 율성, 지속가능성, 영향력을 사용하였다. 연구결과 협력대상 특성 중 소득, 기관, 지역, 기술 분야에 따 라 평가 결과에 유의한 차이가 있는 것을 확인할 수 있었다. 특히, 아프리카 지역의 ICT 분야에서 적 절성, 영향력이 유의미하게 낮은 특성이 발견되었다. 이는 향후 시니어 전문가를 활용한 과학기술협력 프로그램의 정책 수립과 운영에 있어 기초자료로 활용될 수 있다.
