As the recent rapid technological change is acting as a factor that greatly changes the structure of an innovation ecosystem, the need to change the direction and structure of government policies premised on the corporate innovation process is increasing. From this point of view, this paper has designed an innovation index as a means to capture the characteristics and structural changes of the domestic SME’s innovation ecosystem. For this, based on the theoretical review of an innovation ecosystem, an analysis of the exiting innovation indices and advice form experts in related fields, the concept of SME innovation ecosystem is defined as “industrial/market structure and condition, accessibility of innovation resources, structure of innovation network among private actors, corporate activities and structural linkage with government support and regulation”. Under this concept definition, a conceptual frame consisting of 6 upper-concepts and 15 lower-concepts has been derived, and a panel simultaneous equation model has been used to verify their appropriativeness. The key findings show that among exogenous variables government support is the only one affecting the innovation process. The government support only affects innovation input and has insignificant effect on the performance. It is related to the issues that have been raised steadily for input-oriented R&D support for SMEs, high government dependence, and low acceptance of the public procurement system of innovative products. Additionally, we found that the performance did not affect the input, implicating a phenomenon that operating profits from technology development are not leading back to re-investment under the situation where the overall management conditions of SMEs are not good. The concept and indicators systemof SMEs innovation ecosystemindex presented in this paper is a new one that has not been attempted at home and aborad. Therefore consistent enhancement and exploration of its usabilitywill be needed to be sought.

최근 급격한 기술변화는 혁신생태계 구조를 크게 변화시키는 요인으로 작용하고 있어 기업 혁신 프로세스를 전제로 한 정부정책의 방향과 구조 전환의 필요성이 증대되고 있다. 이러한 관점에서 본 연구에서는 국내 중소기업의 혁신생태계의 특징과 구조변화를 포착할 수 있는 하나 의 수단으로써 중소기업 혁신생태계 지수를 설계한 뒤, 이를 토대로 우리나라의 중소기업 혁신생태계가 가진 특징을 분서해 보고자 하였다. 세 부적으로 혁신생태계에 대한 이론적 검토와 국내외 산출되고 있는 지수들의 특징 분석, 그리고 관련 분야의 전문가 자문을 토대로, 중소기업 혁 신생태계의 개념을 ‘중소기업들의 지속가능한 혁신을 가능케 하는 산업 및 시장 구조와 여건, 혁신자원의 양 및 접근가능성, 민간 주체들 간 혁신 네트워크의 구조, 기업 활동, 정부 지원·규제 간 연계구조의 총체’로 정의하였고, 이러한 개념 정의 하에서 6개 상위개념과 15개 하위개념으로 구 성된 개념틀을 도출했으며, 패녈연립방정식 모형을 활용해 혁신생태계의 특징을 분석하였다. 분석결과 외생변수 중 혁신 프로세스에 영향을 미 치는 것은 정부지원이 유일했고, 정부지원은 투입에만 영향을 미치며 성과 창출에는 별다른 영향을 미치지 못하는 것으로 나타났다. 이는 그 동 안 꾸준히 제기되어 온 중소기업들에 대한 투입 위주의 기술개발 지원과 정부의 높은 의존도 그에 따른 낮은 성과와 혁신제품에 대한 공공구매 제도의 낮은 수용성 등에 대한 문제 제기와 관련된다. 또한 성과가 투입에 영향을 미치지 않는 것으로 나타났는데, 이는 국내 중소기업들의 전 반적인 경영여건이 좋지 못한 상황에서 연구개발에 따른 성과 역시 크지 않고, 그에 따라 연구개발에 따른 영업이익이 다시 재투자로 이어지지 못하는 상황을 보여주는 것으로 해석된다. 본 연구를 통해 시도한 중소기업 혁신생태계 지수의 개념 및 지표체계는 그 동안 국내외에서 전혀 제 안된 바 없는 새로운 것으로서 향후 지속적인 보완과 활용가능성에 대한 탐색이 이뤄질 필요가 있다.
