The purpose of this study is to develop criteria for evaluating the feasibility of the establishment of a local investment agency in accordance with the revision of the Act on Operation of Local Government-funded Institutions and the Enforcement Decree of the same act in June 2020, and provide practical suggestions for the improvement of the system. Prior to the legislative revision, private sector organizations assessed the feasibility and efficacy of a local investment agency. However, it has been questioned whether the assessment conducted by the private sector is valid and reliable, because the private sector may be forced to reflect the preference of the local government within the contractual relationship. We then suggest the necessity of developing criteria for evaluating the feasibility study that will be conducted by professional institutions. Our results provide three key findings: it is necessary to conduct a more specialized analysis for each project, distinguish between project feasibility and the feasibility of establishment, and utilize methods of analysis that are flexible enough to accommodate different types and characteristics of agency and project. In this study, we discuss previous literature and analyze descriptive statistics to outline the problem of the legal institution before the revision. More specifically this study categorizes evaluation criteria as investment and project appropriateness, establishment plan appropriateness, and expected effect of establishment, and offers detailed accounts for each. This study also applies Analytic Hierarchy Process (AHP) model to these three criteria in order to develop a comprehensivemodel of the feasibility study. Lastly, this study suggests that the local government can benefit fromgranting an exemption for some necessary cases in terms of effectiveness and schedule management, as disaster safety programs, law-oriented programs, and national policy-oriented programs are mostly exempt fromthe feasibility studies.

본 연구는 2020년 6월 지방자치단체 출자출연 기관의 운영에 관한 법률 및 동법 시행령의 개정 및 시행에 따른 전문기관의 설립 타당성검 토 항목 및 기준을 개발하고, 지방공공기관과 관련한 추가적인 제도개선방향을 제안한다. 구체적으로 본 연구에서는 문헌연구, 현황분석 등 을 통해 민간영역에서 수행되던 법 개정 이전까지 검토 및 제도의 문제점을 파악하고, 해당 단위사업에 대한 보다 구체적인 분석이 필요하다 는 점, 사업의 타당성과 설립의 타당성을 구분하여 검토할 필요가 있다는 점, 그리고 기관 유형 및 사업의 특성에 따라 분석방법을 탄력적으로 적용할 필요가 존재한다는 점 등의 시사점을 도출하였다. 본 연구에서는 도출된 시사점을 바탕으로 타당성검토 항목을 투자 및 사업의 적정 성, 설립 계획의 적정성, 설립의 기대효과로 구분하였고, 각 검토항목별 검토사항을 제안하였으며, 각 검토항목들을 종합적으로 판단할 수 있 는 판단기준으로서 계층화분석과정(AHP) 모형을 제시하였다. 더불어 타당성검토 제외·면제 조항의 신설 등 향후 제도의 지속적인 발전을 위 한 개선방안을 제안하였다. 본 연구는 법령 개정에 맞춰 전문기관의 타당성검토 항목을 재정립하고, 기관의 유형과 사업의 특성을 반영한 검 토의 표준을 제시함으로써 타당성검토의 적용가능성을 개선하고, 객관성과 일관성을 확보하고, 수용가능성을 향상시켰다는 점에서 의의가 있다.
