In Korean society, human rights were regarded as limited to special targets or fields, but when the National Human Rights Commission of Korea was established in 2001, awareness of the universality of human rights has increased. Then, in 2013, due to the “Namyang Dairy Incident”, the law and institutional system for human rights management in the public sector began to be reorganized. In line with this, various measures to eradicate the values of human rights protection and preservation, such as the revision of the Labor Standards Act, the “human rights management guideline and checklist,” and the “measures to eradicate goads,” were made to take root within the organization. Taking advantage of this, related regulations are introduced as an evaluation index for each public institution to induce human rights management within the organizational systemof public institutions to be activated. What kind of cognitive changes were made to the members of the public institution's internal organization by the improvement measures prepared in the legal and institutional way, and fundamentally, it was analyzed whether the introduction of human rights management was effective. This study statistically analyzed the perceptions of 303 institutional members of three local public corporations, and examined whether changes in the human rightsmanagement perceptions of themembers of the organization had an effect on human rightsmanagement within the organization. In the results of regression analysis, work performance was found to be an important factor as a factor affecting the effect of human rights management. In other words, it was analyzed that the direction of the organization in the process of performing tasks such as human rights management education or work level, when operating an institution or conducting business, has a positive effect on the effect of human rights management only when the implementation system and implementation are carried out with the purpose of human rights management. In addition, it was found that the interests of major internal and external customers and stakeholders surrounding local public enterprises have an effect on the effect of human rights management. In particular, it was found that the level of interest of department heads and institution heads in human rights management is an influencing factor that improves the effect of human rights management, and the results of analysis have been shown to recognize that the interest of public institutionmanagersmust be accompanied.

한국사회에서 인권은 특수 대상이나 분야에 한정된 것과 같이 여겨지다가 2001년 국가인권위원회가 설립되면서 인권의 보편성에 대한 인식 도가 높아졌다. 그러다 2013년 ‘남양유업 갑질 사태’로 공공부문 인권경영에 대한 법과 제도체계가 개편되기 시작하였다. 이에 발맞춘 근로기준법 개정과 ‘인권경영 가이드라인과 체크리스트’, ‘갑질 근절방안’ 마련 등 인권보호와 존업의 가치가 조직 내 뿌리 내 리기 위한 다양한 근절대책마련이 이루어졌다. 이에 편승하여 관련 규정을 각 공공기관 평가지표로 도입하여 공공기관의 조직체계 내 인권경영 이 활성화되도록 유도하고 있다. 이처럼 법제도적으로 마련된 개선대책이 공공기관 조직 내부 구성원들에게는 어떠한 인식적 변화를 이루어냈으며 근본적으로 인권경영이 도입이 효과적이었는지를 분석하였다. 이 연구에서는 지방공기업 세 개 기관의 303명 기관구성원들의 인식을 통계적으로 분석하여 조직구성원 의 인권경영인식변화가 조직 내 인권경영 효과에도 영향을 미쳤는지를 살펴보았다. 회귀분석결과에서 인권경영 효과에 영향을 미치는 요인으로는 업무수행이 중요한 요인으로 나타났다. 즉, 기관운영이나 업무추진시, 인권경 영 교육이나 업무수준 등 업무수행과정에서 조직의 방향성이 인권경영에 목적을 두고 추진체계와 실행이 이루어져야 인권경영 효과에 긍정적 영향을 나타낼 것으로 분석되었다. 또한 지방공기업을 둘러싼 내외부 주요 고객이나 이해관계자의 관심이 인권경영 효과에 영향을 미치는 것으 로 나타났다. 특히, 인권경영에 부서장이나 기관장들의 관심정도가 인권경영 효과를 개선하는 영향요인으로 분석결과가 도출되어 공공기관 관 리자들의 관심이 반드시 수반되어야 한다고 인식하는 것으로 나타났다. 분석결과 사실상 다양한 제도적 도입 이후에도 조직 내부 구성원의 인권경영 의식수준을 변화시키고 이를 통해 인권경영을 통한 성과변화수 준 개선이나 조직문화의 변화를 위해서는 결국 조직구성원의 인식과 참여가 필요하다는 점을 알 수 있었다.
