This study intended to closely analyze the actual status of childcare participation among married men in Gyeongsangbuk-do through quantitative and qualitative surveys, and to seek support for male childcare participation at the metropolitan local government based on the basis of the results. For this purpose, first, we discuss the theoretical aspects of male childcare participation. Second, the analytical framework is formulated based on two levels of analysis: perception, attitude, and needs. Thirdly, this study uses the following methods: 1) survey research 2) FGI(Focus Group Interview). According to the analysis, first, the level of awareness of male childcare participation was high around the public sector, but it seems to be different from the actual level of childcare participation. Second, the level of male childcare participation was very high, but in fact, fathers' participation in childcare was generally limited. Third, as a childcare program, active experience programs are the most preferred, and in addition, parental education, parenting mentoring, and information service were preferred. Fourth, the "lack of national system" was the highest among male childcare-related obstacles, and it was found that there were many difficulties in participating in childcare in the workplace's working environment. Fifth, As a way to promote child care participation. The highest level was the "legal enforcement of the childcare support system." In addition, compensation for the economic burden and expenses caused by the use of the childcare support system, education, promotion of the system, incentives for childcare participation, and the enactment of an ordinance may be proposed. Based on these results, a plan was proposed to support male childcare participation. First, improvement of parental leave, Second, the provision of knowledge and information on child care, third, expansion of male childcare support infrastructure and programs, fourth, active education and promotion, fifth, utilization of private facilities to support external activities, and sixth, reorganization of the governance system.

본 연구는 경상북도 기혼 남성을 중심으로 육아 참여 실태를 양적·질적조사를 통하여 면밀히 분석하고, 분석된 결과를 바탕으로 광역지방자치단체 차원에서 남성 육아 참여를 지원하는 방안을 모색하고자 하였다. 이를 위해 첫째, 남성 육아 참여의 이론적 측면에 대해 논의하였다. 둘째, 이를 토대로 인식과 태도 그리고 요구의 두 가지 분석수준을 기 반으로 분석지표를 설정하였다. 셋째, 분석방법으로는 설문조사, FGI(초점집단인터뷰)를 실시하였다. 분석결과, 첫째, 육아 참여에 대한 인식 수준은 공공부문을 중심으로 높게 나 타났으며, 그러나 이는 실제 육아 참여 정도와는 차이가 있는 것으로 보인다. 둘째, 육아 참여 수준은 매우 높게 나타났으나, 실제로 아빠의 육아 참여에는 대체로 일정한 한계가 있는 것으로 나타났다. 셋째, 육아 프로그램은 활동적 체험 프로그램을 가장 선호하며, 이 외에 부모교육, 육아 멘토링, 정보제공서비스를 선호하였다. 넷째, 남성육아관련 장애요인 으로는 ‘국가적 제도 부족’이 가장 높게 나타났으며, 직장 복무 환경에서 육아 참여의 어 려움이 많은 것으로 나타났다. 다섯째, 육아 참여 활성화 방안으로는 ‘육아지원제도 법적 강제 시행’이 가장 높게 나타났다. 이 외에 제도 사용으로 인한 경제적 부담 및 비용에 대 한 보상, 교육 및 제도 홍보, 육아 참여 인센티브, 이를 위한 조례 제정을 제시하였다. 이러한 결과를 바탕으로 남성의 육아 참여를 지원하는 방안을 제시하였다. 첫째, 부모 휴가(육아휴직 및 출산휴가)의 제도 개선, 둘째, 자녀 육아에 대한 지식과 정보 제공, 셋 째, 남성 육아 지원 인프라 및 프로그램 확대, 넷째, 적극적인 교육과 홍보, 다섯째, 외부 활동 지원을 위한 민간시설 활용, 여섯째, 남성 육아 지원을 위한 거버넌스 체계 개편을 제시하였다.
