The ability of government to pay its fiscal obligations is the core of fiscal management. In Korea, when major welfare policies are decided at national level, mainly they are organized into government subsidy programs and delivered to the local governments with a predetermined co-funding plan. As these conditions persist with the welfare policy expansion, it becomes a major cause of local financial difficulties. The increase in local revenue is far behind the expenditure increase, and the local financial difficulties become even more serious. Meanwhile, according to the comparison of welfare budget burden between the central and local governments, it is unlikely that the fiscal burden is heavier on local governments as a whole than on the central government. But the burden of financing social programs is found to weigh heavy on some local governments of urban areas with limited fiscal abilities. In this context, this paper suggests a differentiated subsidy support strategy should be pursued by diagnosing the burdens for each local government in the budget process.

재정의무에 대한 행정주체의 지불능력은 재정운용의 핵심이다. 우리나라의 사회보장정책에서 공공부조와 사회복지서비스는 대개 중앙과 지방이 재원분담(co-funding)하는 국고보조사업으 로 수행된다. 그간 법정자격급여(entitlement benefits)가 확대되고 재량사업도 늘면서, 국고보 조금 예산 증가에 동반하여 지방의 대응부담도 가중되어 왔다. 2010년 이래 동 국비와 지방비 증가율은 연평균 10%를 상회하여, 총지출 증가율의 2배 수준이다. 연구 결과, 지방의 가용재원과 사회보장 지방비 지출 간의 증가속도 불균형에 따른 갭(fiscal gap)이 재정난 가중의 한 요인으로 나타났다. 지방의 자율적인 가용재원 증가율(5.5%)은 대응 지방비 증가율(10.2%)의 과반에 불과하다. 규모와 보조율 문제는 자치단체별로 이전되는 보조금 규모와 보조율의 적정성에 초점을 맞추는 방안이 우선시된다. 자치단체의 재정력과 정책 대상자 에 따라 부담의 경중이 다르기 때문이다. 따라서 중앙의 정책목표와 지방의 재정이 조화를 이루 도록 제도를 개선하려면, 예산과정에서 이전재원 흐름과 자치단체별로 상이한 부담을 진단하여 차별화된 접근이 도모되도록 한다.
