This study is designed to materialize the mega-region cooperation between North and South Korea that promotes peace and prosperity on the Korean Peninsula through the development of a metropolitan city. The Mega Region on the Korean Peninsula is a plan to develop a wider economic area that connects the Han River Estuary and the Gyeonggi Bay area on the West coast region. The Mega Region approach simultaneously resolves security threats through economic development and establishes peace in North East Asia. As a long-term approach, the multilateral cooperation will minimize the military tension through peace and prosperity on the Korean Peninsula. This study analyzes the two cases of the Tumen River Development Plan and Mekong Delta Development Plan through the comparative analysis methods to discuss the governance system to ensure the successful promotion and sustainability of the Mega Region. The success and failure of regional multilateral cooperation are discussed at the world order level, the regional order level, and the bilateral level. After the discussion, this study proposes a two-level governance structure that is divided into a ‘working council’ and a ‘multilateral board council’ as a governance structure that can guarantee the initiation of cooperation and the sustainability of cooperation.

본 연구는 한반도의 평화와 번영의 통일 비전을 추진하는 한반도 메가리전 구상을 구체화함으로써 동북 아시아 초광역 다자협력의 제도화 방안을 모색하는 것을 목적으로 하고 있다. 한반도 메가리전은 지리적으 로는 도시연계를 넘어서 한강하구와 서해 연안의 경기만 지역을 연계하는 초광역경제권 개발계획이다. 장 기적으로는 한반도 평화와 번영을 통해 군사적 긴장의 가능성을 최소화한다는 점에서 경제적 발전을 통한 안보위협의 해소와 평화의 정착을 동시에 추진하는 것을 목표로 하는 새로운 접근방법이다. 본 연구는 한반도 메가리전의 성공적 추진과 지속성을 담보하기 위한 거버넌스체계를 논의하기 위해 두 만강개발계획과 메콩델타개발계획의 두 사례를 비교분석 방법을 통해 분석하여 두 사례의 실패와 성공을 설명하기 위한 두 지역 다자협력체의 차이점을 세계질서 차원, 지역질서 차원, 그리고 양자관계 차원에서 논 의한다. 이러한 논의를 거쳐 본 연구는 남북협력의 과제인 협력의 시작과 시작된 협력의 지속성을 담보할 수 있는 거버넌스 구조로 ‘실무협의체’와 ‘다자협의체’가 분리되는 2단계 거버넌스 구조를 제안한다.
