The international community is recently discussing the implementation of Humanitarian aid-Development-Peace Nexus(HDP Nexus) as a new approach to overcome the repetitive global crisis and realizing SDGs. With the official adoption of HDP Nexus at the 2019 OECD DAC high-level talks, the Korean government is also calling for the establishment of measures to implement HDP Nexus. Discussion on the implementation of HDP Nexus provides significant implications not only in the field of international development cooperation but also in preparing measures to build new relations with North Korea. In this perception, this paper analyzes the theories as to how economic development correlates human rights and peace, identified the impact of development. Then, based on the case studies of Taiwan, Singapore, Kazakhstan, and Saudi Arabia, it attempts an empirical analysis of the factors that economic development can contribute to the promotion of human rights and peace. The preceding conditions for promoting human rights and peace through economic development are considered in the development process of North Korea.

국제사회는 최근 장기화하고 있는 범지구적 위기상황 극복 및 SDGs 이행을 위한 새로운 접근법으로써 인도적 지원-발전-평화 넥서스(HDP Nexus)를 주창하고 있다. 2019년 OECD DAC 고위급회담에서 HDP Nexus가 공식적으로 채택되면서 우리 정부 역시 HDP Nexus 접근법의 유용성에 관한 관심이 높아지고 있 다. HDP Nexus에 관한 논의는 우리 정부가 국제개발협력분야 뿐만 아니라 한반도에서 북한에 대한 새로 운 관계 수립을 위한 방안을 준비하는 차원에서도 유의미한 함의를 제공해 줄 수 있기 때문이다. 이러한 인식 에서 본 논문은 경제발전이 인권과 평화에 미치는 상관관계를 분석한 이론들을 탐구하여 발전이 인권과 평 화에 미치는 영향을 규명하였다. 이어서 대만, 싱가포르, 카자흐스탄, 사우디아라비아의 사례를 바탕으로 경제발전이 인권과 평화 증진에 이바지할 수 있는 요인에 대한 실증적 분석을 시도하였다. 이를 바탕으로 북 한의 발전 과정에 있어 경제발전을 통해 인권과 평화 증진을 도모하기 위한 선행 조건들을 고찰하였다.
