This article examines the conflict on the Korean Peninsula and its transformation from the perspective of intractable conflict. Intractable conflicts are a very particular type of conflicts that are prolonged because neither party can win nor is willing to compromise, involving great animosity and vicious cycles of violence. This study suggests that two concepts of intractable conflict are of great significance for the Korean case. First, intractable conflicts are exhausting, demanding, stressful and costly in human as well as material terms. Therefore, it is vital to take into consideration socio-psychological impacts on societies involved in intractable conflicts in the process of conflict transformation. Second, it is also important to make changes on each layer of the multi-layered structure of conflicts, which is deeply connected, to enter into the stage of conflict transformation. The Korean Peace Process has focused on political processes for a peace agreement or unification, which, however, does not necessarily guarantee the transformation of conflict culture and conflict supporting narratives that groups and individuals in both South and North Korea have developed to cope with the protracted conflictual situation.

본 연구는 고질갈등 이론의 관점에서 한반도 갈등의 특징을 분석하고 한반도 고질갈등의 평화적 전환을 위한 접근 방안을 살펴보고자 한다. 한반도 갈등은 국제평화학에서 ‘다루기 어려운 고질적인 갈등(고질갈 등)’으로 분류되는데, 고질갈등은 폭력을 동반한 갈등이 갈등 당사자 중 어느 한쪽도 우위를 차지하지 못하 고 평화적인 방법으로 종결되지도 못한 채로 장기간 지속되어 그 해결이 매우 까다롭고 다루기 어려운 갈등 을 의미한다. 고질갈등 이론은 갈등이 장기화 될수록 갈등을 경험하는 사회의 개인과 집단들이 갈등 상황에 적응하는 과정에서 형성되는 적대 감정, 태도, 정체성 등이 사회에 고착화되며 갈등 문화로 발전되는데, 이 갈등 문화가 갈등의 해결을 더 어렵게 만드는 요인 중 하나라고 설명한다. 따라서 갈등전환의 과정에서 갈등 이 해당 사회에 미친 사회심리적 영향을 고려하는 것이 중요하다. 한반도 사례에 유의미한 또 다른 고질갈등 의 특징은 갈등이 다층적 구조로 형성된다는 점이다. 갈등전환의 과정에서 이 다층적 특성을 인지하는 것이 매우 중요한데 다층구조의 한 층위에서의 변화만으로는 고질갈등에서 벗어나기 어렵기 때문이다. 본 연구 는 지금까지의 한반도 평화프로세스는 평화협정의 체결과 같은 정치적 과정에 치중하며 갈등의 다층적 측 면을 고려하지 못했다는 문제의식을 바탕으로 남북한 갈등의 궁극적이고 평화적인 전환을 위한 다층적인 접근 방안을 고찰할 것이다.
