City of Incheon is experiencing difficulties in fostering venture businesses due to the lack of infrastructure for startups compared to other cities and provinces. As a result, the city is making various policy attempts to foster venture businesses and to revitalize the startup ecosystem. One of such attempts was submitting a proposal for the “Startup Park Project” to the Ministry of SMEs and Startups, ultimately getting selected to execute the project. A collaboration of public and private operators, Startup Park is an innovative cluster anchor institution that aims to revitalize the startup ecosystem. It currently offers space, investment and networking opportunities for startups and carries out various industry-university research projects. At this time, we would like to propose various measures for Startup Park to be positioned successfully in its early implementation stages by reviewing domestic and global research on startup clusters and benchmarking cluster development policies of other cities and provinces. This study proposes policy priorities based on the AHP survey conducted among three groups: startup founders, managers at institutions and startup experts. 1-on-1 interviews were also detailed and organized in order to reflect real opinions of people in the field. We also contemplated what kind of elements are necessary in the startup ecosystem based on integrated research, and we derived various policy priorities to enable startup founders to continue running their businesses in a sustainable manner.

인천시는 타 시도에 비해 부족한 창업 인프라로 인해 벤처기업 육성에 어려움을 겪고 있다. 벤처기업 육성 및 창업 생태계 활성화를 위해 다각적인 정책적 시도를 하고 있으며, 그 일환으 로 중소벤처기업부 ‘스타트업파크 조성 사업’에 제안하여 선정되었다. 스타트업파크는 창업 생 태계를 활성화하기 위한 혁신클러스터 앵커 기관으로 공공과 민간 운영사가 합작하여, 창업자를 위한 공간, 투자, 네트워킹 그리고 산학연관 프로젝트를 시행하고 있다. 이러한 시기에 창업 클 러스터 관련 국내외 선행연구 검토와 타 시도의 클러스터 발전 정책을 벤치마킹하여 시행 초기 에 안착할 방안을 마련하고자 한다. 본 연구는 인천지역에서 활발하게 활동하는 창업자, 기관 담 당자, 창업 전문가 3개 집단에 대하여 AHP(Analytic Hierarchy Process) 설문을 통해 정책 우선 순위를 제언하였으며, 현장의 생생한 의견을 청취하기 위해 1:1 인터뷰 내용을 정리하였다. 통합 적 연구를 통해 창업 생태계의 필요한 부분에 대해 고찰하고, 창업자들이 지속적으로 경영 활동 을 할 수 있도록 하는 다양한 정책적 우선순위를 도출하였다. 정책 우선순위 선정을 위한 AHP 분석 결과 1차 상위 요인에서 제도적 요인(0.38404), 물리적 요인(0.3749), 사회적 요인 (0.241902)의 순서로 제도적 요인이 상대적으로 중요하게 나타났으며, 2차 요인 간의 상대적 중 요도 순위는 자금지원(0.192779), 창업 사업화 지원(0.133109), 창업지원 기관(0.09735)의 순으 로 다른 하위 요인보다 상대적으로 높게 제시되었다. 창업기업 대표 및 전문가 6인에 대한 1:1 인터뷰에서도 자금 지원은 창업자, 전문가에 의해 필요성이 언급되었으며, 네트워크, 판로개척, 인력 채용에 관한 지원이 필요하다고 제시되었다. 통합적 연구 결과 인천 창업 생태계에서 가장 필요한 것은 VC, 엔젤투자 등의 자금 지원과 제도적 요인 중의 사업화 프로그램, 창업 지원기관 확대, 창업자 네트워크 등이 상대적 우선순위로 필요성이 인정되었으며, 인적 자원의 확보가 필 요한 것으로 연구되었다. 따라서 인천시 창업 생태계가 활성화되기 위해서는 공공 및 민간 투자 의 균형적 발전, 산학관 주체들의 활발한 정책적 지원 및 네트워크 강화 그리고 부족한 인력의 확보를 위한 다양한 정책이 시행되어야 할 것이다.
