This study is to derive the direction of improvement of the Chinese government's future tourism participation policy by analyzing current policies on the participation of the disabled and examples of tourism participation policy and current policy recognition, implementation, support, and experience. To achieve this research goal, first, the Chinese government's policy logic is summarized through consideration of the historical transition process of China's tourism participation policy for the disabled. Second, based on Chinese historical changes and prior research, we investigate the tourism participation activities of disabled people in China through surveys. Finally, we would like to examine the satisfaction of the tourism environment for the disabled, the tourism policy, and the Chinese government's policy to participate in tourism for the disabled. According to the analysis, China's current policy of participating in tourism for the disabled is still immature, limiting the participation and tourism benefits of the disabled. On the contrary, the related policies of advanced countries have changed from supporting facilities to protecting rights and protecting welfare to psychological support. It shows the global trend of developing policies to participate in tourism for the disabled. Therefore, China's future tourism participation policy for the disabled should be improved in terms of policy concept, policy purpose, policy robbery, policy implementation, and policy monitoring.

본 연구의 목적은 중국 장애인 관광 참여에 관한 현행 정책과 장애인 관광 참여 정책사례 및 중국 장애인을 대상으로 현재 정책 인식과 시행, 지원, 경험 등을 분석을 통해 중국 정부의 향후 관광참여 정책 개선 방향을 도출하는 것이다. 이러한 연구목적을 달성하기 위해 첫째, 중국의 장애인 관광 참여 정책의 역사적 변천과정 고찰을 통해 중국 정부의 정책 논리를 정리한다. 둘째, 중국 역사적 변천과 선행연구를 바탕으로 설문조사를 통한 중국 장애인들의 관광 참여 활동을 조사한다. 셋째, 장애인의 관광환경 만족도와 관광정책, 중국 정부의 장애인 관광 참여 정책에 대해 어떤 개선방안이 있는지 살 펴보고자 한다. 분석결과, 현재 중국의 장애인 관광 참여 정책은 아직 미숙해 장애인의 참여와 관광 혜택을 제한하고 있다. 반대로 선진국의 관련 정책은 시설 지원에서 권리 보호, 복지 보호에서 심리적 지원으로 바뀌었다. 장애인 관광 참여 정책 개발의 세계적 흐름을 보여준다. 따라서 중국의 향후 장애 인 관광참여 정책은 정책개념, 정책목적, 정책강도, 정책실시, 정책모니터링 등 측면에서 개선돼야 한다.
