In this research, we would like to verify the effectiveness of the visa waiver system towards foreign tourists which is implemented under the Special Act on the Establishment of Jeju Special Self-Governing Province and the Development of Free International Cities and to derive some policy implications. For this reason, we have measured the effect of attracting tourists to Jeju by examining statistical data such as number of visitors to Jeju, real GDP, Korean Won exchange rates and populations of 9 Asian countries(regions) within the period from 2007 to 2017. As a result, it is proven that the visa waiver system attracted 278 per cent larger number of tourists from China, Indonesia and Vietnam who are only allowed to enter Jeju compared to the tourists from 6 other countries(regions) who are allowed to enter everywhere in South Korea. It is necessary to carefully look at the way of reducing social cost for supporting illegal immigrants rather than abolishing the visa waiver system in consideration on the positive effect of it.

본 연구에서는 제주특별자치도 설치 및 국제자유도시 조성을 위한 특별법에 의해 시행중인 제주지역 외국인 관광객 무사증제도의 실증효과를 분석하고, 정 책적 시사점을 도출하고자 한다. 이를 위해, 2007년부터 2017년까지 제주방문 아시아 주요 9개국에 대한 제주입도 관광객 수, 실질 GDP, 원화교환 환율, 인 구수 자료를 이용하여 제주 무사증제도의 관광객 유치증대 효과를 측정하였다. 실증분석 결과, 제주지역에 국한하여 무사증 입국이 허가된 중국, 인도네시아, 베트남 등 3개국의 제주입도 관광객 수가 전국 무사증 입국 허가가 가능한 6 개국(지역)의 제주입도 관광객 수보다 평균 278% 높은 것으로 나타났다. 이와 같은 제주 무사증제도의 효과를 감안할 때, 최근 난민 문제 등으로 이슈화된 제주 무사증 제도의 존폐보다는, 불법 체류자에 대한 사회적 비용을 줄이는 방 안을 강구할 필요가 있다
